Edison (Carrot Top) is a poor, failed inventor and surf bum, but soon runs into and befriends wealthy business magnate Armand McMillan (Jack Warden). When Armand passes away shortly thereafter, he leaves Edison the majority of shares in his large invention corporation, and leaves his jealous nephew, his only living relative, Bradford (Larry Miller) only a surfboard. Bradford attempts to derail Edison's success by stealing his formula for glow in the dark, which had not previously existed in the reality of this movie, and sharing it with a consumer who covers himself in it and alleges that Edison's prize invention—a portable TV/TV dinner combo—leaks radiation. When Edison reveals to all that radiation causes sickness and death—but not a literal glowing—and that he had invented the formula for glow in the dark, the company is saved and Edison appoints beau Natalie Stockwell (Courtney Thorne-Smith) to run the company.

Monroe Clark moves to California to pursue a law career. At the airport he meets Wiley Hunter who offers him a drive to Monroe's uncle Max's house and it is not long before they become friends. Monroe then meets his Uncle Max to discuss how Monroe will earn money for law school. Max assigns Monroe the job of handing homeowners a "pay or quit" notice to either to vacate the premises or pay past rent due and to be back by 6 o'clock. Monroe handles some of the evictions until he meets Zack Barnes's "companion" after they engaged in sexual activities. Monroe meets Zack unknowingly after he tricks him that Zack is heading for the lifeguard station, only to lead him to his gambling agent who throws Monroe's suitcase into the ocean. Monroe then meets Samantha, who was the one who recovered his suitcase from the ocean. While Monroe is in California's beaches, he runs into Wiley, who shows Monroe the joys of living a carefree lifestyle and the popularity of volleyball. Lucas Bly (Haim) is an extremely intelligent and nerdy 14-year-old high school student. He soon becomes acquainted with Maggie (Green), an attractive older girl who had just moved to town. After meeting Lucas on one of his entomological quests, Maggie befriends him, spending time with him during the remainder of the summer until school begins. Lucas, who finds himself a frequent victim of bullying and teasing, has a protector of sorts, Cappie Roew (Sheen), a fellow student and football player; Cappie was once one of Lucas' tormentors, until Cappie contracted hepatitis and Lucas brought him his homework every day, ensuring that Cappie didn't fail and have to repeat a year of school.
