In 1905 Kansas, Oscar Diggs works as a magician in a traveling circus. An inveterate womanizer, Oscar flirts with the circus strongman's wife, and the strongman threatens him. Oscar escapes in a hot air balloon, but is sucked into a tornado that takes him to the Land of Oz. There, he encounters a kind and naive witch, Theodora. She believes him to be a wizard prophesied to destroy the Wicked Witch who killed the King of Oz and take his place; the idea of being an immensely wealthy monarch makes him immediately accept. En route to the Emerald City, Theodora falls in love with Oscar, though he does not reciprocate her feelings. They encounter the flying monkey Finley, who pledges a life debt to Oscar when he saves him from a lion. Oscar reveals his deception to Finley along the way, forcing him to help maintain the lie that he is the 'Wizard', much to Finley's irritation.

A narrator, Angus Scrimm, explains that when "God breathed life into the universe…the light gave birth to Angels…the earth gave birth to man..the fire gave birth to the djinn, creatures condemned to dwell in the void between the worlds." If a person wakes a djinn, that person will receive three wishes but the third wish will free legions of djinn on Earth. In 1127, the djinn (Andrew Divoff) asks a Persian emperor to make his second wish. When the emperor wishes to see wonders, the djinn uses his powers to torture and mutilate people in the palace. Before the emperor can make his third wish, Zoroaster (Ari Barak), a sorcerer, explains the consequences of the third wish and reveals a fire opal, which pulls the djinn inside and traps him.

Scientist Dr. Peyton Westlake is developing a new type of synthetic skin to help acid-burn victims. He is frustrated with a flaw that causes the skin to rapidly disintegrate after 99 minutes. In New York City, a waitress on her way home is assaulted by two muggers and seeks aid from a police officer, who breaks her neck. Over the next two nights, this "Maniac Cop" commits more murders, prompting Lieutenant McCrae (Tom Atkins), who was told by his superiors to suppress eyewitness accounts that the killer was wearing a police uniform, to pass on information to a journalist, in an attempt to protect civilians. The film begins with a new beginning similar to the first film. Ash Williams and his girlfriend, Linda, take a romantic vacation to a seemingly abandoned cabin in the woods. While there, Ash plays a tape recorder from the cabin's previous inhabitant Professor Knowby. The tape features Knowby reciting passages from the Necronomicon Ex-Mortis (or Book of the Dead), which he has discovered during an archaeological dig. However, the recorded incantation unleashes an evil force which kills and later possesses Linda, forcing Ash to decapitate his girlfriend with a shovel when she attacks him, he then buries her.
