Frustrated by Washington and his apathy towards it, Mr. Schneider is finally shaken off his comfortable couch and compelled to storm to the capital of the world’s only superpower to find out what is going on with his government. Quickly, Mr. Schneider discovers that things in Washington are even worse than he imagined. Because of their dependence on big business and special interests to finance their political futures, almost every decision the President, Vice-President and Members of Congress make is corrupted. After all, there is no bigger issue facing our political leaders than getting re-elected. From education to health care, social security to taxes, foreign policy to gas prices, Americans’ interests repeatedly take a back seat to that of special interests.

The average world of an average man turns upside down when he is arrested as the prime suspect in a series of rapes and robberies. In a gripping tale, professional photographer Jim Anderson (Tim Matheson) becomes trapped in a web of circumstantial evidence. After a zealous policeman arrests Anderson for indecent exporsure for taking an impromptu leak during his morning run, he is soon fingered by witnesses as the criminal in relation to the rapes and robberies, despite his innocence. For the next 14 months, his life is hell. The case against him is so strong and his resemblance to the criminal is so exact, he begins to question his own innocence. Wrongly-accused and suffering the growing suspicions of his loyal wife (Mimi Kuzyk), Anderson begins to crack under the strain of clearing his name. He is forced to endure the ruthlessness of a police and legal system that becomes convinced that they have the right man. It also examines the personal impact that comes from such an assault. Too much circumstantial evidence surrounds the case, and too much information leaks out to the public; even if Matheson beats the rap, he'll be ruined in his community. Police Officer Kramer (Tom Atkins) is determined to bring him to justice, whilst Carolyn Shetland (Lisa Eichorn) is Anderson's defense attorney.

The film begins with a narrator, called The Scientist, making cryptic comments about humanity. He first comments that humanity's constant search for the unknown, results in startling things coming to light. But most of these "new" discoveries are actually quite old, to which he refers to as "the signs of the ages". Later, the scene turns to the streets of a city, with the narrator commenting that each human has his/her own thoughts, ideas, and personality. He makes further comments on human life, while sounds accompany some comments. The cries of a newborn baby are followed by the sirens of an ambulance. One is a sign that a new life has begun, the other that a life has ended.
