En 1965, l'analyste Daniel Ellsberg se rend sur le front de la guerre du Viêt Nam pour y observer l'avancement des troupes américaines, pour le compte du secrétaire à la Défense, Robert McNamara. En 1971, Daniel Ellsberg travaille désormais pour RAND Corporation. Il décide de photocopier secrètement des rapports sur le progrès du conflit au Viêt Nam, depuis la présidence de Harry S. Truman à 1967, révélant le double discours des différentes administrations américaines sur les chances de victoire des États-Unis au Vietnam. Les gouvernements successifs ont ainsi caché au peuple américain la réalité de l'enlisement du conflit. Daniel Ellsberg divulgue alors des informations au New York Times. Le journal est cependant mis en garde par la justice, sous la pression du président Richard Nixon, sur les conséquences de la publication d'informations nationales classées secrètes. D'abord sur la touche, le Washington Post va récupérer le scoop grâce à la motivation de son rédacteur en chef, Benjamin Bradlee. Ce dernier va inciter la directrice du journal, Katharine Graham, à publier les fameux Pentagon Papers. Mais cette dernière doit aussi faire face à son conseil d'administration et à la future entrée en bourse de son journal. Le film s'achève sur l'arrêt de la Cour Suprême New York Times Co. v. United States, dans lequel les équipes du Washington Post s'alignent avec celles du New York Times parmi les parties convoquées, ce qui ouvre la voie sur la scène finale, montrant le Watergate de nuit, théâtre du scandale du Watergate, démarré en 1972 et qui mettra fin à la présidence Nixon en 1974.

In January 1865, President Abraham Lincoln expects the Civil War to end within a month. However, he is concerned that his 1863 Emancipation Proclamation may be discarded by the courts once the war has concluded and that the Thirteenth Amendment be defeated by the returning slave states. Lincoln feels it is imperative to pass the amendment by the end of the month, thus removing any possibility that slaves who have already been freed may be re-enslaved. The Radical Republicans fear the amendment will be defeated by some who merely wish to delay its passage; the support of the amendment by Republicans in the border states is not yet assured either, since they prioritize the issue of ending the war. Even if all of them are ultimately brought on board, the amendment will still require the support of several Democratic congressmen if it is to pass. With dozens of Democrats having just become lame ducks after losing their re-election campaigns in the fall of 1864, some of Lincoln's advisors believe that he should wait until the new Republican-heavy Congress is seated, presumably giving the amendment an easier road to passage. Lincoln, however, remains adamant about having the amendment in place and the issue of slavery settled before the war is concluded and the southern states readmitted into the Union.

The film opens at a party in Los Angeles, California on March 8, 1997. While doing a film project at a private school, internet-video obsessed teenager Robert (Ezra Miller) catches two twins dying due to drugs contaminated with rat poison. Confused, Robert does not call for help but rather simply walks over to the girls and sits on the floor with them, pulling one into his lap as she dies. This scene, caught on security camera and by another student on a cell phone, is repeatedly shown, but always from the same angle: with Robert's back to the viewer. The viewer cannot see her death but only hear her cries slowly subside. This is all caught on a video camera Robert was using for a school project. The girls die. An atmosphere of paranoia and unease sets in among students and teachers, Robert being affected as well. The school claims that the drugs were bought outside the school and enforces a new, much harsher, drug policy wherein bags are searched and students are expelled. Robert and another student, Amy (Addison Timlin), are assigned to make a memorial video. The school is not happy with the result and has it re-edited, to make a smoother version.
