Born in Portland, Oregon, he originally studied farming but later started business with a lumber company. He joined the Kansas Community Players and through this received an offer of stage work. He started screen work in "shorts" before going on to feature films.

Cook was known for his portrayal of Mike Powers in the film The Public Enemy. He also was one of the first film actors to portray Ellery Queen, in The Spanish Cape Mystery. The movie begins with son Eddie feeling homesick for Transylvania. Herman decides a "good old Transylvanian Christmas" is what his troubled son needs to get in the mood for the holidays. Together with the family - including Lily, Grandpa and Marilyn, he sends out invitations to the entire Munster family, including Wolfman, Mummy, and the Gill-Man. Herman also asks for a raise from his boss and is fired, taking on other jobs such as modeling nude for an art class, donating blood, and wrapping presents. Meanwhile on Christmas Eve's eve, one of Grandpa's experiments has gone awry, accidentally transporting Santa Claus and his elves to the Munster Mansion. Christmas faces ruin as there is no way to send Santa home, and the entire family must find a way to save Christmas. Meanwhile, Marilyn falls in love and Lily enters a home decorating contest, with nosy neighbour Edna Dimitty (from the previous Munster movie Here Come The Munsters) causing trouble. Eddie also faces trouble at school from bullies.

The playlet involves a young woman coming home, tired, after a busy day at a war plant. Each time she comes in there is a letter from her husband overseas, and she remembers their conversations before he went off to war. She was concerned about him, because she felt it was a "young man's war" and he should stay home with her and the baby. However he was insistent that his country needed him. The plot then turns to the husband trying to manage his ship while it is being attacked by a submarine. The next day, the woman receives another letter from her husband, who is shown in double exposure, reminding her that freedom comes high, often at the price of human lives. The door bell rings, and it is a Western Union telegram, saying that her husband died.

The musical's story spans about forty years, from the late 1880s to the late 1920s. Magnolia Hawks is an eighteen-year-old on her family's show boat, the Cotton Palace which travels the Mississippi River putting on shows. She meets Gaylord Ravenal, a charming gambler, falls in love with him, and eventually marries him. Together with their baby daughter, the couple leaves the boat and moves to Chicago, where they live off Gaylord's gambling winnings. After about ten years, he experiences an especially bad losing streak and leaves Magnolia, out of a sense of guilt that he is ruining her life because of his losses. Magnolia is forced to bring up her young daughter alone. In a parallel plot, Julie LaVerne (the show boat's leading actress, who is part African-American, but "passing" as white) is forced to leave the boat because of her background, taking Steve Baker (her white husband, to whom, under the state's law, she is illegally married) with her. Julie is eventually also abandoned by her husband, and she becomes an alcoholic. Magnolia's becomes a success on the stage in Chicago. Twenty-three years later Magnolia and Ravenal are reunited at the theater in which Kim, their daughter, is appearing in her first Broadway starring role.
