George Arliss (10 April 1868 – 5 February 1946) was an English actor, author, playwright and filmmaker who found success in the United States. He was the first British actor to win an Academy Award, as well as being the earliest-born actor to win one.

Led by Captain Collyer (Roy Emerton), a detachment of Royal Navy tax and revenue officers arrive in the village of Dymchurch on Romney Marsh. The area is notorious for liquor-smuggling and they are on the trail of the culprits. They find a village of apparently honest, pious and simple folk, looked after benevolently by their philanthropic vicar Doctor Syn (Arliss). However Syn is in fact the leader of the smugglers of the parish, using his cover as a man of the cloth to run a profitable ring whose dividends are used to better the lives of the local community. Collyer gradually comes to suspect what is going on, and a series of chases and confrontations takes place across the marshes with Syn and the smugglers always managing narrowly to outwit their pursuers. Collyer finally discovers that Syn is in fact none other than the notorious pirate Captain Clegg, thought to have been executed many years earlier. Still one step ahead, Syn destroys all incriminating evidence and he and his men make their escape.

Monsieur Barsac (Frank Cellier) is in a great deal of trouble - the Paris bank of which he is president is bankrupt, though nobody else knows yet. He tells his secret to his crony Dubois (George Hayes), since he needs his help. Dubois is to purchase an iron mine that is supposedly played out. However, Barsac's mining engineer has found rich, untapped deposits of ore. The mine is 51% owned by the widow Mrs. Granville (Henrietta Watson) and her daughter Madeleine (Viola Keats), who are deeply in debt to his bank. Barsac uses his stepson Paul (Patric Knowles) as an intermediary, since Paul is a friend of the family, particularly the beautiful Madeleine.

A group of wealthy industrialists gather in the home of Mr. Lloyd, a millionaire who introduces them to Richard "Mack" McAllan, the engineer who successfully spearheaded the construction of the Channel Tunnel (the story takes place in the unspecified near future, though it is noted in the film that the Channel Tunnel is built "in 1940"). McAllan informs the group that the "Allanite steel" he developed, along with a "radium drill" developed by his friend Frederick "Robbie" Robbins, makes it possible to construct an undersea tunnel linking England with the United States. Henry Wilton is a successful financier who is returning to America after a year away in Europe helping to arrange war debt repayments. He looks forward to being reunited with his family, including his much-younger second wife Emmy, his daughter Peggy and his son Eddie. However, when he arrives in his hometown on the train the only one there to greet him is his butler, Connors, much to Henry's dismay. The butler informs him that he is home a day earlier than expected, and that Peggy is an aspiring actress and Eddie is a polo player. They visit Eddie at the polo field, then arrive home, where they find that Emmy is having guests over at a music recital by composer Pietro Rafaelo. Henry further finds that in his absence Emmy has redecorated his bedroom in the Art Nouveau style, and removed his comfortable chair, which Connors has taken for safekeeping. While in Connors' room, Henry is visited by George Struthers, Peggy's fortune-hunting fiance who she plans to marry for his money. Henry tries to buy a stock from Partington, his business rival, who refuses to honour an agreement they had to sell it at a certain price, claiming that the agreement is not in writing.
