2009, Tribunal Pénal International de La Haye. Goran Duric, en passe d'accéder à la présidence serbe, comparaît pour Crimes contre l'Humanité. La Procureure Hannah Maynard, discréditée par les déclarations mensongères de son unique témoin, réalise que Mira, la sœur de ce dernier, connaît bien mieux l'accusé qu'elle ne veut l'avouer... Malgré les risques encourus pour sa vie, Mira cède aux pressions d'Hannah et décide de témoigner. In 1980s Germany at the height of the Cold War, 19-year-old Karl Koch (August Diehl) finds the world around him threatening and chaotic. Inspired by the fictitious character Hagbard Celine (from Robert Anton Wilson and Robert Shea's Illuminatus! Trilogy), he starts investigating the backgrounds of political and economic power and discovers signs that make him believe in a worldwide conspiracy.
