A joint operation between American and Russian Special Forces leads to the capture of General Ivan Radek (Jürgen Prochnow), the dictator of a rogue terrorist regime in Kazakhstan that had possession of stolen Soviet nuclear weapons. The film covers the court-martial of two U.S. Marines, Lance Corporal Harold Dawson and Private Louden Downey, who killed a fellow Marine, Private William Santiago, at the Guantanamo Bay Naval Base in Cuba. Santiago compared unfavorably to his fellow Marines, had poor relations with them, and failed to respect the chain of command in attempts at being transferred to another base. A joint task force operation between the Drug Enforcement Administration and the U.S. Army has been formed to dismantle one of the largest drug cartels operating in South America. Multiple attempts to assault the cartel's mountainous compound have been thwarted by a (fictional) Scorpion-attack helicopter piloted by a mercenary pilot, Eric Stoller (Bert Rhine). After having several aircraft shot down, most notably a pair of UH–60 Black Hawks and their AH–1 Cobra escorts, the army turns to the new AH–64 Apache attack helicopter, which can match its enemies' maneuverability and firepower.

Carol Hunnicut (Anne Archer) goes out on a blind date set up by her friend, in a hotel restaurant in Los Angeles with Michael Tarlow (J. T. Walsh), a lawyer about whom she knows very little. When Tarlow receives a message during dinner to call a client, she accompanies him to his hotel suite while he makes the call. While she is in the bathroom in the suite, the client, gangster Leo Watts (Harris Yulin), arrives in person with one of his hit men, Jack Wootton (Nigel Bennett). Watts accuses Tarlow of stealing money from him. After a fearful Tarlow admits that he did, Wootton shoots him to death. Carol witnesses Tarlow's admission that he stole the money and the murder itself from an adjacent room, but Watts and Wootton do not detect her. After they leave, she waits for almost an hour before fleeing the scene. Fearing for her life, Carol does not report the murder to the authorities.

During a particularly intense Florida heatwave, inept lawyer Ned Racine (William Hurt) begins an affair with Matty (Kathleen Turner), the wife of wealthy businessman Edmund Walker (Richard Crenna). Will Kane returns to the town of Hadleyville, a year after the events of High Noon, and finds that the town is now in the hands of a corrupt marshal and his two aides. J.D. Ward, the man that replaced Kane as marshal, is a tyrant who shoots up the horses Will has just purchased. Ward is after Ben Irons and his men in order to get the bounty on them, even though Ward knows they are innocent. Ben gets away. Ward pursues him, and Kane decides to help Ben. Ben dies from a gunshot wound. Ward is going to arrest Kane for helping Ben, but the town rallies together and issues a warrant for Ward's arrest. Kane then again puts on the tin star (that he threw on the ground at the end of the 1952 original movie) and shoots Ward to death.

The story takes place in the early 1970s in Chicago. The CIA has been required for political reasons to recruit African Americans for training. Only one of them, Dan Freeman (Lawrence Cook), secretly a black nationalist, successfully completes the training process. He becomes the first black man in the agency and is given a desk job—Top Secret Reproduction Center Sections Chief (which means he's in charge of the copy machine). Freeman understands that he is the token black person in the CIA, and that the CIA defines his function as providing proof of the agency's supposed commitment to integration and progress. Therefore, after completing his training in guerrilla warfare techniques, weaponry, communications and subversion, Freeman puts in just enough time to avoid raising any suspicions about his motives before he resigns from the CIA and returns to work in the social services in Chicago.
