He has also had smaller parts in Last Exit to Brooklyn, RoboCop 3 and King of New York. He was born in Flushing, Queens, close to Shea Stadium and the 1964 World's Fair Grounds. The film opens in a New York police station as a pair of "low-lifes from Queens" named Johnny B. (John G. Brennan) and Kamal (Kamal Ahmed) are taken into police custody and interrogated by an NYPD detective named Robert Worzic (Brad Sullivan). Worzic demands to know exactly how the pair got into their situation, so Johnny explains that for the past twenty years, he and Kamal frequently entertained themselves by performing prank calls on the telephone. He brings up an early call where he got his neighbor Brett Weir, the local goody-two-shoes kid, in trouble with his mother by impersonating an angry citizen and claiming that Brett has been spitting and cursing.

After Robocop 2, Detroit is on the verge of bankruptcy after a series of failed business plans and drop of stocks, and are now struggling with their plans to create the new Delta City. To speed up the process, OCP creates an armed force called the Urban Rehabilitators, nick-named "Rehabs," under the command of Paul McDaggett (John Castle). Ostensibly its purpose is to combat rising crime in Old Detroit, augmenting the ranks of the Detroit Police Department in apprehending violent criminals. Frank White, a drug lord, is riding into New York in a limousine after being released from Sing Sing. The owner of a liquor store in lower Manhattan finds a case of cheap wine ("Tenafly Viper") in his basement. It is more than 60 years old and has gone bad, but he decides to sell it to the local hobos anyway. Unfortunately, anyone who drinks the Viper melts away in a hideous fashion.
