Parks was born in Ventura County, California. His roles include Texas Ranger Edgar McGraw in From Dusk Till Dawn 2: Texas Blood Money, Kill Bill and Death Proof. Earl McGraw, the father of Edgar McGraw, is played by James' real life father, Michael Parks. He portrayed Deputy Gilber in the French horror film Rubber. Parks also acted alongside his father again in Kevin Smith's 2011 horror film, Red State.
In 2008, Parks had a small role on the hit HBO television series True Blood playing Mack Rattray.

In post-Civil War Wyoming, John "The Hangman" Ruth (Russell) is escorting fugitive Daisy "The Prisoner" Domergue (Leigh) to Red Rock where the latter will face justice for murder. In Texas 1858, the Speck brothers, Ace and Dicky, drive black slaves on foot. Among the shackled slaves is Django, sold off and separated from his wife, Broomhilda von Shaft. The Speck brothers are stopped by Dr. King Schultz, a German ex-dentist and bounty hunter from Düsseldorf, Prussia. Schultz asks to buy one of the slaves; when he questions Django about his knowledge of the Brittle brothers, for whom Schultz is carrying a warrant, Ace becomes irritated and aims his shotgun at Schultz. Schultz quickly kills Ace and leaves Dicky at the mercy of the newly freed slaves, who shoot Dicky in the head.

Amigo centers on Rafael Dacanay, kapitan of the fictional barrio of San Isidro in a rice-growing area of Luzon. Taking place shortly after the original, a professor at the fictional Cuesta Verde University has managed to subdue and contain a "Hyper sapiens" specimen, who is revealed to be an infected survivor from the first film. The professor experiments on the survivor, trying to determine the source of her immortality, with apparent disregard for the rotted state of her body. When he has created a serum that he believes will bring back the dead and grant immortality, he murders one of his students and injects her with the serum.
