During the Manchu-ruled Qing Dynasty, the Yongzheng Emperor established a secret assassination squad known as the 'Guillotines' to eliminate all who posed a threat to him. Once heavily favored by the emperor, the Guillotines are deemed expendable once the Qianlong Emperor ascends to the throne and adopts Western ideas and technology. To consolidate his power under a new regime, the Qianlong Emperor continues to use the Guillotines to persecute the conquered Han Chinese in a reign of terror and oppression. The current guillotine squad is led by master fighter Leng and it consists of six young warriors: Musen, Houjia Shisan, Chen Tai, Hutu, Su and Buka. In 1917 Republican China, Liu Jinxi and his wife Yu are an ordinary couple with two sons, Fangzheng and Xiaotian, living together in Liu Village, Yunnan. One day, two bandits enter the village and attempt to rob the general store. Liu happens to be in the shop, and he fights and kills the robbers when they turn violent. During an autopsy, the detective Xu Baijiu, who is sent to investigate the case, discovers that one of the dead bandits was Yan Dongsheng, who is among the government's ten most wanted fugitives. The local magistrate is pleased, and his fellow villagers regard Liu as a hero.

The movie focuses on a character simply named The Chosen One, who is wandering from town to town searching for the man who, under orders from the mysterious Evil Council, killed his family on the night he was born. His talents for the martial arts were already honed at his infancy, and only vastly improved over time, giving him capability for legendary fighting abilities. He soon drifts into another town, and consults Master Tang, a very ill and slightly deranged sifu, for further training. The master is skeptical at first, but when The Chosen One shows him his identifying mark (his tongue has a living face on it named Tonguey), Master Tang agrees to allow him to train at his dojo. He also introduces him to his two students: Wimp Lo, a young man with squeaky shoes who was trained wrong as a joke, and Ling, who Master Tang bluntly states will have feelings towards The Chosen One.

Uncle Bo (Ng Man-tat) is the owner of the Tai Ping Fong old building. He inherited the building from his late wife years ago and he would rent different units to others. Although the tenants do not actually pay rent, Bo maintains a good relationship with them just like a big family. On the contrary, rich heir Lam Fung's (Leon Lai) relationship with his father Lam Chung-yuen (Jimmy Wang Yu) is very cold due to his hatred of his father. On the day of his birthday, Fung gets into an argument with his father and runs away from home. Afterwards, Fung was robbed and beaten into a coma by a crock. The film is set in Foshan, China sometime in the late 19th century during the Qing dynasty. Liu Yongfu, the commander of the Black Flag Army, invites Wong Fei-hung on board his ship to watch a lion dance. Some sailors on board a nearby American ship hear the sound of firecrackers and mistakenly think that Liu's ship is opening fire at them, so they return fire and injure the dancers. Wong picks up the lion head and finishes the performance. Liu comments about the perilous situation China is in, and then gives Wong a hand fan inscribed with all the unequal treaties signed between China and other countries.

Ching Fong-Tin (Sammo Hung) goes to Russia to steal goods from the Russian soldiers. Unfortunately he is caught and the soldiers make him strip his clothes down to his underwear. They force him to wear a brassiere and the head of a mop as a wig, and he is made to dance for their amusement. However, he makes his escape, grabbing his grenades as he goes, and throws one into the cabin. Fook Loi (Kenny Bee) catches Ching and lectures him about his crimes. Ching tries to escape, but in the scuffle, he and Fook end up rolling into a snowball. In the final moments after they both got out of the snowball, Fook tries to look for Ching and is taken by surprise when he jumps down from a tree, grabs his clothes and rushes off back to his hometown.

Nominally set during World War II, the film begins with a Japanese attack on an Allied military camp, which a map reveals to be somewhere in Canada. Ah Ha (Brigitte Lin) is an assassin known as Fire Dragon serving the evil Sixth Prince (Tan Lap-Man), who sent her on a mission to retrieve and destroy the incriminating letter but Yuen Ming (Max Mok), a wandering swordsman manages to save it. Both Yuen and Fire Dragon go undercover in a traveling acrobatic troupe led by Lyn Yu (Sandra Ng) while trying to draw each other out. In the Straits of Sembaleng, five men are dispatched by submarine in Klepper canoes to rescue survivors of a shot-down plane on a nearby island which is occupied by the Imperial Japanese Army. Led by Paul Kelly (Gibson), an inexperienced commando officer, the team secretly lands on the island and hides their kayaks. As they venture in land, Ted 'Kingo' King is hit by fire from an unseen machine gun post, the team quickly eliminates the Japanese defenders and return to their wounded comrade. King has been hit on the leg, the bullet smashing his kneecap. King cannot be allowed to fall into enemy hands and compromise the mission under interrogation, and after sharing a cigarette with him, Costello shoots him. The four remaining men return to their search, coming across a rice farmer they learn of the area in which the plane crashed. The rice farmer is also killed in order to preserve secrecy.
