It is just after the end of World War I in an Australia that is beginning to question the value of continuing as an outpost of the British Empire. Jack Dickens' sister had married Alexander Voysey, but died years ago. After the death of his wife, Voysey took off for the bright lights of the city, abandoning his daughter, Sally, who has since been raised by her Uncle Jack and the sharp-tongued maid, Hannah. Jack and Sally have sacrificed all their own hopes and dreams to run the farm while Voysey has been disporting himself in the city, ostensibly making a name for himself as a literary critic and writer in London. However, the truth is that Voysey is a self-centered, self-aggrandizing, pompous windbag who has no visible means of support other than leeching off his brother-in-law's labor on the farm.

In Perth, Western Australia, young male Nyoongar Doug Dooligan (John Moore) is released from prison where he was incarcerated for assault. Outside he is picked up by his charismatic childhood friend Floyd "Pretty Boy" Davies (David Ngoombujarra)—who was partially responsible for Doug's incarceration—and taken to a remote Aboriginal community. He becomes attracted to local girl Polly (Jaylene Riley) and, upon learning that Floyd is still involved in criminal activities, decides to leave and visit his mother. Determined to stay out of trouble, Doug buys back his father's old property, Yetticup, which has traditional roots. Polly joins him at Yetticup and not soon after Doug's father reappears having escaped from prison. Doug narrowly escapes the police when his father is apprehended, who later dies in prison. Distraught, Doug meets Floyd and the two become friends again. When Doug tries to stop Floyd committing a crime Floyd sacrifices his own life so that Doug can escape.

Following a news story depicting the demolition of a slum in East London, South Africa, journalist Donald Woods (Kevin Kline) seeks more information about the incident and ventures off to meet black activist Steve Biko (Denzel Washington). Biko has been officially banned by the South African government and is not permitted to leave his defined banning area at King William's Town. Woods is formally against Biko's banning, but remains critical of his political views. Biko invites Woods to visit a black township to see the impoverished conditions and to witness the effect of the government-imposed restrictions, which make up the apartheid system. Woods begins to agree with Biko's desire for a South Africa where blacks have the same opportunities and freedoms as those enjoyed by the white population. As Woods comes to understand Biko's point of view, a friendship slowly develops between them.

1945: World War II is about to come to an end. Meanwhile, the Australian military has come across that a certain ancient device which can be used to travel in time. It is imperative that the Allies have it and the Axis powers don't. The experienced aviator Lt. Harris gets assigned to transport the precious item to Washington, D.C.. On his plane are also Rev. Mitchell, Mitchell's lovely daughter Melanie, Gen. Hackett and Major Savage. During the flight the power of the magic cargo makes the laws of nature fade, hereby causing a tremendous tempest which leaves Harris no other choice than to ditch the aircraft. In rescue boats they discover a weird and misty area full of wrecked ships of different eras. Rev. Mitchell claims there was a connection to the so-called Philadelphia Experiment. Harris remains unimpressed and concentrates on the survival of Melanie and his crew, even for the price of immolating the arcane freight against Savage's explicit orders. Back home Savage has Harris sentenced for insubordination by a military court. Harris escapes and seeks to unveil the background of these occurrences. He beseeches Rev. Mitchell's daughter Melanie to team up with him. Together they strive to retrieve the lost magic item. They disclose and confound Savage's hidden agenda before they become a happy couple.
