In Beverly Hills, California, wealthy heiress Vivian "Viv" Ashe leaves her richly pampered pet chihuahua, Chloe, with her irresponsible niece, Rachel, while she embarks on a business trip for ten days. Papi, the gardener Sam's pet Chihuahua of Mexican descent, has an unrequited crush on Chloe, by which she is disgusted. Rachel decides to go to Mexico with her friends and stay at a hotel by the beach. When Rachel leaves Chloe alone in the hotel room to go dancing at a club, Chloe goes looking for her. Chloe gets dog-napped as she tries to find Rachel and is sent to the dog fights in Mexico City. There, she meets a street-smart German Shepherd named Delgado. Rachel comes back to the hotel and is frantic when she finds Chloe missing.

On Father's Day, Ted (William Forsythe) and Josh (Dan Byrd) are out for an afternoon drive in the country. When a dog darts across the road, Ted slams on the brakes and is struck from behind by Lorraine (Marianne Jean-Baptiste), a cellist on her way to a performance gig. The impact shoves Ted's vehicle into a power pole, which falls across the road and drops electrically charged lines, blocking traffic on the narrow two-lane rural highway. As they and other travelers are now stuck, strangers emerge from their cars and become unusual companions while awaiting the hazard to be cleared.

Jack Faro (Harrelson) is a recovering drug addict who had so many relapses, he decided to move into rehab and just live there. Jack Wyatt is a narcissistic actor who is approached to play the role of Darrin in a remake of the 1960s sitcom Bewitched, but insists that an unknown play Samantha. Isabel Bigelow is an actual witch who decides she wants to be normal and moves to Los Angeles to start a new life and becomes friends with her neighbor Maria. She goes to a bookstore to learn how to get a job after seeing an advertisement of Ed McMahon on TV. Jack happens to be at the same bookstore after attending some failed Samantha auditions. Sam Dawson (Sean Penn), a man with a developmental disability, is the single father of Lucy (Dakota Fanning), following their abandonment by her mother, who is revealed to be a homeless woman who "just needed a place to sleep". All Over the Guy is about Eli (Dan Bucatinsky) and Tom (Richard Ruccolo).
