Kadiri Venkata Reddy or K. V. Reddy (1 July 1912 – 15 September 1972) was a great indian film director, writer, producer and production manager in Telugu cinema, known for his pioneering work in folklore, social and fantasy films. His film Donga Ramudu (1955) was archived in the curriculum of the Film and Television Institute of India Patala Bhairavi got critical acclaim at India International Film Festival in 1952. He has garnered three National Film Awards.

On an debate among Saptarishis where Bhrigu Maharshi argues that male is responsible for entire nature and where others says nature (female) is the origin of the universe. Bhrigu wanted to clarify his doubt with Lord Shiva. Upon reaching Kailasa, Shiva would be teaching lessons on dance to Goddess Parvati and since they were in the process, he would be ignored by Parvati and Shiva. Bheemasena Rao (SV Rangarao) is a dignified and respectful man. His son (R. Nageswara Rao) works in Military services. His daughter is Rukmini (Jamuna). His close friend and relative Salahala Rao (Ramana Reddy) is trying to arrange marriage to his daughter. Krishna Rao (Akkineni) is his relative of Salahala Rao. He was sent to meet Bheemasena Rao with recommendation letter. During the meantime he attracts Rukmini with his good manners. Subhadra (the sister of Balarama and Krishna) marries a Pandava named Arjuna, and their son Abhimanyu falls in love with Balarama's daughter, Sasirekha. The families decide to marry them when they reach adulthood. By the time Abhimanyu and Sasirekha grow up, the Pandavas have lost a dice game to the Kauravas due to Sakuni's manipulation. Krishna, furious at an action of Dussasana that has insulted Draupadi, saves Draupadi. Balarama teaches the Kauravas a lesson and later reaches Hastinapuram. Sakuni and Duryodhana respect Balarama; after manipulating him, they seek his favour by requesting that Sasirekha be married to Duryodhana's son Lakshmana Kumara. They intend to force Balarama and Krishna to support them if the Pandavas wage war after their fourteen-year exile. Unaware of this, Balarama accepts.

The main characters in the film are in the public service, most of them in corrupt, negative roles, and there are many villains instead of one main villain. Dharma Rao (Gowrinatha Sastry) is the Chairman of the municipality. The municipal contractor, a local businessman, and his associates make up the rest of the corrupt cast. They use their influence for their own personal ends in secret. The municipal counsellor, however, Ramadasu (Lingamurthy), who is also a newspaper editor, is honest and uncorrupted. What happens to all these characters makes up the plot of the movie.

The queen of Ujjain is keen for her daughter Indumathi (alias Indu) to marry her brother Surasena, a timid and mentally unstable person. When the gardener's son 'Thota' Ramudu beats Surasena at a concert for irritating the common people, he is summoned by the king to the court. His boldness leaves a considerable impression, but when Ramudu declares his love for Indu a day before his death sentence for meeting Indu secretly, the king is reminded of the astrologers' prediction that only a brave man can save her from a wicked sorcerer. He then challenges Ramudu to amass wealth equal to that of his in order to marry Indu, to which Ramudu agrees. He is released from prison.
