In 1944, as the air war over Europe enters a deadly phase with increasing losses of bombers, the 332d Expeditionary Operations Group (the Tuskegee Airmen) consisting of young African-American USAAF fighter pilots, after enduring racism throughout their recruitment and training in the Tuskegee training program, are finally sent into combat in Italy. Although flying worn-out Curtiss P-40 Warhawk aircraft and chafing at their ground attack missions, the Tuskegee Airmen recognize they may never fight the Luftwaffe. The tight-knit group of Capt. Martin "Easy" Julian, 1st Lt. Joe "Lightning" Little, 2nd Lt. Ray "Ray Gun" Gannon, 2nd Lt. Andrew "Smokey" Salem, and 2nd Lt. Sgt. Paul Cutler (Gabriel Macht) is an ex-military L.A.P.D. S.W.A.T. officer and considered to be one of the best, even holding a record of having no civilian casualties for ten years. After successfully rescuing hostages with no casualties, Cutler is requested to train the Detroit S.W.A.T. with an updated training curriculum from the F.B.I.'s Hostage Rescue Team training program. The film opens at a party in Los Angeles, California on March 8, 1997. Fresh out of prison, Isaiah Bone moves to Los Angeles, where underground fights are being held. One night, after watching a match involving local champion Hammerman, Bone makes a deal with promoter Pinball to get him into the fight scene for 20% of his earnings; 40% if Pinball puts his own money on the line. On that same night, Bone encounters mob boss James and his girlfriend Angela Soto. Bone enters his first underground fight and quickly defeats his opponent with only two kicks. Pinball explains to Bone that Angela was previously married, but James set up her husband Danny on a triple-homicide, sending him to jail. When James learned that she was pregnant, he had her undergo an abortion. Since then, Angela has fallen into drug addiction.

It is 1974 and life is not easy for a black male to find employment, even college-educated Jim Ellis (Terrence Howard). While struggling to find anything better, Jim, a former competitive swimmer, is working on the decrepit Marcus Foster Recreation Center operated by the Philadelphia Department of Recreation. The center includes a dilapidated swimming pool, which Ellis rehabilitates. Ellis's presence and activities cause friction with a bitter, overprotective janitor named Elston (Bernie Mac). One day, Jim invites a group of black teens who have just been thrown off the basketball court in the Center's yard in for a swim. Andre (Kevin Phillips), Hakim (Nate Parker), Reggie (Evan Ross), Puddin’ Head (Brandon Fobbs), and Walt (Alphonso McAuley) prove to be fairly capable swimmers and with a few pointers, could become great swimmers. With some help from Elston, Jim decides to try to save the swimming pool by starting the city's first all African-American swim team, the P.D.R. team (Pride, Determination, Resilience). When the team acquires Willie (Regine Nehy), a female swimmer more talented than any of the boys, the prospects of competing against much more experienced rival white teams begin to improve. Jim also develops a romantic interest in a beautiful city councilor (Kimberly Elise), Hakim's sister and guardian. Throughout their struggles in and out of the swimming pool, Jim and Elston encourage and mentor the kids, helping them not only to become successful at swimming but also to struggle against prejudice, crime, and poverty.
