Joon-ki (Jang Hyuk) was once a former rugby athlete and is currently a popular physical education teacher at an all-girls' high school. Kim Won-kang (Park Hee-soon) is a former soccer prospect whose life did not turn out quite as he had hoped. He heads to East Timor, where he thinks there will be plenty of opportunities for him. One day, he sees a group of street kids playing ball with bare feet. Thinking he can score by selling soccer shoes, he opens a sports equipment store, but realizes none of the kids can afford those fancy shoes or jerseys. Again, despaired, he is about to close up the store. Then, he decides to teach the kids how to play ball. Penniless and still without shoes, they decide to compete at the International Youth Soccer Championship in Japan.

The story tells of a North Korean father and husband who decides to illegally cross into China to buy medicine for his pregnant wife who is suffering from tuberculosis. However, once he crosses into China, he realises that it's not as easy as he thought. He finds himself working as an illegal immigrant under the constant threat of being captured by the Chinese authorities and deported back to North Korea. He eventually finds his way to South Korea by entering the German embassy in China. Meanwhile, his wife has already died, leaving their son homeless and wandering around trying to find a way back to his father. Scenes switch between those of the father who is outside North Korea trying to find medicine, and those of the son, who ends up homeless and tries to defect also.

Troubled by the growing worldwide trend of pop singers being elected as politicians, the President of South Korea orders his Chief Secretary to invoke "Emergency Act 19". This new law criminalizes all pop singers, and the army is deployed on the streets of Seoul to round them up. One pop star, Hong Kyung-min, is arrested while performing a concert, but his angry fans mob the soldiers as they try to take him away.
