The film opens with an infomercial, given by Dick Dupre (a parody of Don Lapre) played by John C. McGinley, which Larry (Danny Masterson) and Rico (Ronnie Warner) are watching. Larry and Rico are two stoners who live in a one-room apartment, and after watching the entire infomercial, they decide to start a "tiny classified ads" business. This is a running gag throughout the film. Each time they explain their new "business," someone asks, "Ads for what?", and they respond confidently, "That's not the point! It's complex" or "The ads themselves... they generate income", simply quoting the infomercial.

In New York, PR colleagues and roommates Holly Parker (Kristen Miller) and Jan Lambert (Brooke Burns) are disputing a promotion in their agency. The unethical Jan deceives Holly and sends her to Chicago. Meanwhile, she seduces Holly's boyfriend David Kray (Tad Babcock), in the opening of a fancy restaurant he owns, and they have a one night stand. When Holly arrives back home, she finds out David cheated on her with Jan, and decides to move into a new apartment. She schedules a meeting with the needy Tess Kositch (Allison Lange) and they become roommates and friends. When Tess cuts and dyes her hair identical to Holly's, she sees that her new roommate is obsessed with her. When Holly follows Tess to an underground nightclub called "Sin", she realizes that the girl is deranged. Team America: World Police, a paramilitary anti-terrorism force, has a home base located inside Mount Rushmore. The team comprises Lisa, a psychologist; Carson, her love interest; Sarah, an alleged psychic; Joe, a jock who is in love with Sarah; and Chris, a martial arts expert who harbors a deep mistrust of actors. The team is led by Spottswoode and a supercomputer named I.N.T.E.L.L.I.G.E.N.C.E.. Having tracked down a group of terrorists in Paris, France, the team inadvertently destroys the Eiffel Tower, the Arc de Triomphe and the Louvre during a huge gun battle, causing more destruction than the terrorists could have ever dreamed of. The team, however, regard this as a success. Carson proposes to Lisa, but a surviving terrorist guns him down. In the woods outside of Cherry Falls, Virginia, a teenage couple, Rod Harper (Jesse Bradford) and Stacy Twelfmann (Bre Blair) are getting romantic in a car when a black-haired female appears and murders them both. Meanwhile, in town, teenager Jody Marken (Brittany Murphy), the daughter of the local sheriff, is with her boyfriend, Kenny (Gabriel Mann), who thinks it is time to go "see other people." Jody goes back home to find her father, Brent (Michael Biehn), upset that she is out past her curfew. Brent and his deputies begin to investigate the murders the next day. They see that the killer carved the word "virgin" into both victims. At school, Brent sees English teacher Mr. Marliston (Jay Mohr), who urges him to divulge more details of the murder to students and the town so as to eliminate the possibility of secrets.

After the body is found, Captain Delgoti assigns Falon and his new partner Murrow to investigate the death. Detectives Holloway and Orlanser investigate the murder of the other detective.
