Martin and his friends draw the ire of Nazi zombies after unwittingly taking their gold. When Martin is bitten on the arm, he removes the infected arm with a chainsaw. After returning their gold to the Nazi zombies, Martin realizes he forgot a coin. The zombies chase after him, and their commander, Herzog, tenaciously holds on to Martin's car as he flees. Set against the backdrop of the 1976 election, the story is centred on delinquent teenager Iris (Sofia Karemyr), who is sent to live in a juvenile home. She meets Sonja (Josefin Asplund) there and the two regularly slip away for adventures in the city. Together they are recruited to the prostitution ring operated by Dagmar Glans (Pernilla August), a madam well-known to the authorities. Dagmar's clients are mostly rich and powerful men, including senior politicians of the day. She becomes the subject of a police investigation led by a young vice officer, John Sandberg (Simon J. Berger). Sandberg soon discovers Glans has powerful clients but also finds his investigation hampered by his superiors and his life threatened by sinister figures. Police break up the prostitution ring but the powerful clients avoid being named in the scandal and Dagmar's trial concludes with her receiving a suspended sentence before Iris can testify about being an underage prostitute. In the aftermath of the trial, Sandberg is killed in a hit and run incident and his report into the affair is classified by the newly elected government. The film ends with Iris running away from the juvenile home, her ultimate fate ambiguous.

At the Bastøy prison for youths, the newest arrival, Erling "C19," soon becomes friends with Olav ("C1"). Under the rule of Håkon, Erling comes to terms with the harsh winter, the mistreatment by the staff, and the hated Housefather Bråthen. Later, Olav sees Bråthen molesting "C5", Ivar, a timid, shy boy in the laundry room. When he raises this with the Governor, the boys are severely punished and C5 is reassigned to duties far away from Bråthen. However, after hearing that Bråthen expects him to be back in the laundry room tomorrow Ivar drowns himself in the freezing Norwegian waters, while the rest of the boys are chopping wood. Bråthen is apparently fired, to the overwhelming delight of the other boys. Olav is paroled and is planning to leave, but on the way to the departing boat, walks past Bråthen, who had been sent away on a shopping trip until Olav, the only witness to Ivar's rape, had left Bastøy. Olav and Erling attack Bråthen and as punishment they are locked in the freezing solitary confinement. They are freed by Bjern, one of the few Bastøy boys who has remained on the island as a caretaker. Olav again pursues Bråthen, and the attack inspires a mass uprising. The boys ransack the prison, and drive away the staff. Bråthen is repeatedly hung and released and then beaten. The barn he is in is set ablaze, but Erling drags him to safety. The navy is brought in and violently puts down the uprising. Olav and Erling manage to escape across a frozen fjord back to the mainland, but Erling falls through a gap in the ice close to shore and quickly freezes to death.

In 1989, and in the shadow of the collapse of Communism in Europe, a group of young rural Norwegians form a band. Preparations for their first gig are derailed when the lead singer, Jarle, is smitten by a new arrival, Yngve. Confused and not completely in touch with his own emotions, Jarle neglects his band, his mother and his girlfriend to spend more time with his new crush. At a party after the concert, he lashes out at Yngve but also admits he loves him. Yngve becomes depressed and flees to a bridge with the intention of committing suicide, but decides not to. He ends up in a mental hospital, and stays there until Jarle sees him again, few weeks after the incident.
