Earl Stone est un paisible horticulteur âgé de plus de 80 ans, vétéran de la guerre de Corée. Simon Miller (Loren Dean) outwardly appears to be a geologist who must frequently take business trips, which has strained the relationship with his family, including his wife Meredith (Robyn Lively) and teenage children Sarah (Skyler Day) and Kevin (Drew Koles). When Simon suddenly goes missing, his family searches his office and discovers several passports, each with different aliases. They soon learn that Simon was in fact a spy who kept his true career secret from them. The film is based on the true story of Betty Anne Waters, a single mother who works tirelessly to free her wrongfully convicted brother, Kenny. The story unfolds in flashbacks, and the film opens with the scene of the brutal 1980 murder of Katharina Brow in Ayer, Massachusetts. In many ways, Betty Anne's life revolves around her brother, who is now in jail for the murder. Despite Kenny's knack for getting in trouble, they have always been close. After the murder, Kenny is initially brought in for questioning by Sergeant Nancy Taylor (Melissa Leo), but released. Two years later, based on new testimony from two witnesses, Kenny is arrested and tried. The evidence presented at Kenny's trial is entirely circumstantial, but he is convicted of first degree murder and sentenced to life in prison without parole. The three main witnesses against him are Taylor, his ex-wife, Brenda (Clea DuVall), and an ex-girlfriend, Roseanna (Juliette Lewis).

In 1958, two U.S. Air Force pilots and aspiring astronauts, William "Hawk" Hawkins (Tommy Lee Jones) and Frank Corvin (Clint Eastwood), are testing a modified X-plane when Hawk decides to try to break a height record. The plane stalls and they are forced to eject, narrowly missing a B-50 Superfortress piloted by navigator "Tank" Sullivan (James Garner) as they parachute to safety. On the ground, Frank punches Hawk for putting their lives at risk, but their fight is broken up by engineer Jerry O'Neill (Donald Sutherland). Their supervising officer, Bob Gerson (James Cromwell), chastises Hawk for his recklessness, before taking them to a press conference, where it is announced that the Air Force will no longer be involved in space flight tests as this has now been handed off to the newly created NASA, ending the four's dreams of reaching space.

In the 1990s, U.S. National Security Agency official Thomas Bryan Reynolds (Jon Voight) meets with congressman Phil Hammersley (R-NY) (Jason Robards) in a public park to discuss support for new counter-terrorism legislation the U.S. Congress is pushing that dramatically expands the surveillance powers of intelligence agencies on individuals and groups. Hammersley remains committed to blocking its passage, since he believes it would almost totally destroy the privacy of American citizens. Reynolds has his team murder Hammersley, spread heart pills over his car, place him in the car and push it in a lake to make it look like he had a heart attack. In the aftermath, they discover too late that wildlife researcher Daniel Zavits (Jason Lee) had a camera aimed in the woods at their location. Zavits inspects the footage, transfers the video to an innocuous video game disc and flees the apartment ahead of Reynolds's team.

A married white woman, Fanny Taylor, claims to have been beaten and raped by a black man. The movie shows a white man, not Fanny’s husband, in her bedroom where they have sex. They have an argument and strike each other. Some black workers outside heard what was happening but did not think they should intervene in white people's business. Movie producer Mike Max meditates on the paranoia of fear of attack, in the movie business and life in general, as his wife Page announces she is leaving him. He receives a document via email from a NASA employee he met earlier at a conference. Before opening it he is kidnapped and almost killed, a scene captured by surveillance cameras and witnessed by computer scientist Ray Bering on surveillance footage scene in his laboratory at the Griffith Observatory. However, it soon turns out the two men have been shot, Max has escaped and now is accused of killing them. He takes shelter with, and goes to work for, the Mexican gardeners who find him and they help him investigate who is trying to kill him and why. Bering, who originally sent Max the email and recognized Max in the surveillance footage, has a conversation with an intelligence agent who makes it clear that anyone who gets in the way of a new “anti-crime” satellite surveillance program not yet approved by Congress will be dealt with terminally. Detective Dean Brock suspects Max is not a killer and on a tip meets with Bering, who is assassinated by a gunshot as they begin to speak. Max gives up his business and money to his wife and the movie ends as he meditates on how a real attack has freed him from paranoia.
