Coming from small-town Chiaroscuro to big city Bombay, conman and compulsive liar, Raj Malhotra (Govinda), a lawyer by profession, sets up shop with fellow lawyer, Mohan. He falls in love with Sonam (Sushmita Sen), daughter of a wealthy lawyer Tejpal. He devises a scheme to marry into this wealthy family, and he succeeds. Years later, he has a son, who wishes that his dad would stop lying; and a mistress, Tara. The son's wish comes true, and all utterances from Raj's mouth are truthful. This creates a crisis in his personal life, as he confesses about his mistress; as well as his professional life, when he starts telling the truth in court, especially with his underworld clients, who are now out to kill him.

On a visit to scenic Agra, Pooja (Kirti Reddy) meets with a renowned artist, Kabir (Abhishek Bachchan). Kabir is instantly attracted to Pooja, and thinks that Pooja is also attracted to him. A woman Neha (Ramya Krishnan) witnesses the murder of a friend of her named Madhu (Divya Dutta) by a notorious smuggler Zorawar (Paresh Rawal) but she skips while being chased by Zorawar's goons and ends up in the secure custody of police inspector Arjun Singh (Amitabh Bachchan), a friend of police inspector Pyare Mohan (Govinda). In reality, Neha, unaware of their identities, believes Arjun to be "Pyare", about whom she was agreeably apprised of by Madhu, and so, Arjun has to impersonate Pyare, giving rise to hilarious situations. Concurrently, Pyare flirts with Seema (Raveena Tandon) - Arjun's sister. Everything could have been passable for the two cops if two lookalikes of the cops, by the nicknames "Bade Miyan" (Amitabh Bachchan) and "Chote Miyan" (Govinda) had not been a cause of concern for them because of the misdeeds they commit leading to Arjun and Pyare being accused as the miscreants everytime. With background scores of the songs (specially "Bade Miyan Toh Bade Miyan") that stir the listeners, the movie advances through scenes of thrill and amusement.
