Danny (Bryan Burke), is a young student in middle school. He starts to develop feelings for his best friend, Julie (Michelle Trachtenberg). However a new student by the name of Archie (Michael Galeota) comes in and sweeps Julie off her feet. Danny flees to the graveyard where his father is buried and talks to him about his problems. He soon comes across Hubbie the Ghost (Ralph Macchio), who helps Danny with his girl problems. As a former living person from the 30's, Hubbie, gives Danny his advice. The advice repeatedly backfires, always leaving Danny depressed. Danny soon learns that Hubbie once had a former lover before dying in an accident. Danny and Julie end up together at a school dance and Hubbie re-connects with his former love with the help of Danny.

In 1993, professional basketball player Michael Jordan announces his retirement from the sport to follow his late father’s career as a baseball player. Frank Drebin (Leslie Nielsen) has retired from Police Squad and lives a basically happy life with his wife, Jane Spencer-Drebin (Priscilla Presley). It remains "basically happy" because police work has been Frank's meaning of life, and he feels unhappy about not being able to legally take on criminals anymore. Additionally, Jane tries to push him into siring a child, but Frank does not have the courage to go through this yet. It comes as a blessing to him when his old friends Ed Hocken (George Kennedy) and Nordberg (O.J. Simpson) come by and ask for his help in an investigation. The Police Squad has caught wind that a well-known bomber named Rocco Dillon (Fred Ward), who is currently incarcerated, has been hired by a terrorist (Papshmir, known from the first movie) to conduct a major terrorist act against the United States. An important contact, Tanya Peters (Anna Nicole Smith), Rocco's girlfriend, proves to be a dead end, so Drebin is asked to join Dillon undercover in prison, befriend him, and then leak details of the plan to his colleagues. However, the first part of the mission – by pure accident – proves to be extremely taxing; Jane becomes frustrated both at Frank's sudden unwillingness to engage in his marital duties and the suspicion that he is doing police work again, and storms out of the house.

In 2084, Earthbound construction worker Douglas Quaid is having troubling dreams about Mars and a mysterious woman there. His wife Lori dismisses the dreams and discourages him from thinking about Mars, where the governor, Vilos Cohaagen, is fighting rebels while searching for a rumored alien artifact located in the mines. At "Rekall", a company that provides memory implants of vacations, Quaid opts for a memory trip to Mars as a secret agent fantasy. However, during the procedure, before the memory is implanted, something goes wrong, and the story diverges between the question of what is real and what is hallucination. Apparently, Quaid starts revealing previously suppressed memories of actually being a secret agent. The company sedates him, wipes his memory of the visit, and sends him home. On the way home, Quaid is attacked by his friend Harry and some construction coworkers; he is forced to kill them, revealing elite fighting-skills. He is then attacked in his apartment by Lori, who reveals that she was never his wife; their marriage was just a false memory implant and Cohaagen sent her as an agent to monitor Quaid. He is then attacked and pursued by armed thugs led by Richter, Lori's real husband and Cohaagen's operative.

Beverly Hills LAPD Lieutenant Raymond Tango (Sylvester Stallone) and Downtown Los Angeles Lieutenant Gabriel Cash (Kurt Russell) have earned themselves reputations for disrupting crime lord Yves Perret's smuggling operation in their respective jurisdictions. One day, they are informed of a drug deal taking place later that night. Both detectives meet for the first time at the location, but discover a dead body that is wire-tapped before the FBI arrive and surround the duo. Agent Wyler (Lewis Arquette) finds Cash's backup Walter PPK pistol on the floor with a silencer attached and arrests both Cash and Tango. At their murder trial, Tango and Cash are incriminated by an audio tape, secretly given to Wyler by Perret's henchman Requin and verified in court by an audio expert, which appears to reveal them shooting the undercover FBI agent after discussing a drug purchase. They plead no contest to a lesser charge in exchange for reduced sentences in a minimum-security prison, but are instead transported to a maximum-security prison to be housed with many of the criminals they arrested in the past.

Steve Armstrong (Paul Satterfield) is working as a short order cook on a space station somewhere in the galaxy. Overwhelmed by the volume of orders, he repeatedly fouls up and soon finds himself in a confrontation with an alien patron named Fang. After a fight which smashes up the diner and leaves the alien injured, Steve and his friend and co-worker Shorty (Hamilton Camp) are fired. As it turns out, Fang is an Arena fighter, and his manager Quinn (Claudia Christian) confronts Steve. Fame finally catches up with Harry Callahan.
