Marvin Julian Miller (April 14, 1917 – November 27, 2012) was the executive director of the Major League Baseball Players Association (MLBPA) from 1966 to 1982. Under Miller's direction, the players' union was transformed into one of the strongest unions in the United States. In 1992, Red Barber said, "Marvin Miller, along with Babe Ruth and Jackie Robinson, is one of the two or three most important men in baseball history."

An American astronomer obtains images of Mars suggesting large-scale environmental changes are occurring at a pace that can only be accomplished by intelligent beings with advanced technology. At the same time a colleague claims to have been contacting Mars by radio, using technology stolen from the Nazis after World War II. He communicates first through an exchange of mathematical concepts, like the value of pi, and then through answers to specific questions about Martian life. The transmissions claim that Mars is a utopia fueled by nuclear power, which has led to great technological advancement and the elimination of scarcity, but that there is no fear of nuclear war.

Wally Hogan (Hope) has things going his way. He is the manager-trainer of Bullet Bradley (Stanley Clements), a fighter who has just won the lightweight championship. Life suddenly takes a not-so-happy turn, however, when Bullet gets drafted. Hogan's gangster partners persuade him to enlist and keep an eye on the fighter, who is subsequently declared psychologically unfit for the Army. Enter Herbert Tuttle (Mickey Rooney), a draftee eager to have Hogan turn him into a fighter. Hogan reluctantly agrees only after he discovers Tuttle's aunt is the beautiful singer (Marilyn Maxwell) at a nightclub. From then on it's a case of stringing Tuttle along while trying to get close to his aunt. To further complicate Hogan's life there is a rulebook Military Police Officer who tries to squash the shenanigans.
