Set in 1934 Paris, the film opens with Richard Di Nardo, a young hustler, emerging from the bed of middle-aged Carroll Todd (Robert Preston), aka Toddy; Richard dresses, takes money from Toddy's wallet and leaves Toddy's apartment. Going about his day, Toddy, a performer at Chez Lui in Paris, sees Labisse, the club owner, auditioning a frail, impoverished soprano, Victoria Grant (Julie Andrews). After the audition, Labisse drily writes her off, and she responds by sustaining a pitch to shatter his wine glass using resonant frequency. That night, Richard comes to Chez Lui as part of a straight foursome and Toddy incites a brawl by insulting Richard and the women in his group. Labisse fires Toddy and bans him from the club. Walking home, he spots Victoria dining at a restaurant, and she invites him to join her. As neither of them can pay for the meal, she dumps a cockroach in her salad to avoid paying their check, but it escapes and the whole place breaks out in havoc.

Kermit the Frog, Fozzie Bear, and Gonzo the Great play newspaper reporters for the Daily Chronicle. Kermit and Fozzie, specifically, are playing identical twin reporters, which becomes the source of a running gag - supposedly, nobody can tell they are twins unless Fozzie wears his hat. While Gonzo is too busy taking pictures of a chicken, prominent London fashion designer Lady Holiday (Diana Rigg) gets robbed of her jewels. The trio are eventually assigned to investigate the theft of the valuable jewels from Lady Holiday, which they have to beg for after their supervisor Mike Tarkenian dismisses them following the Daily Chronicle 's headline about the twins joining the staff (while the other papers report on the jewel heist).

At a psychiatric hospital, former Chief Inspector Charles Dreyfus (Herbert Lom) is largely recovered from his obsession to kill the new Chief Inspector Jacques Clouseau (Peter Sellers) and is about to be released when Clouseau, arriving to speak on Dreyfus' behalf, drives Dreyfus insane again. Dreyfus promptly escapes from the asylum and once again tries to kill Clouseau by planting a bomb while the Inspector (by periodic arrangement) duels with his manservant Cato (Burt Kwouk). The bomb destroys Clouseau's apartment and injures Cato, but Clouseau himself is unharmed, being lifted from the room by an inflatable disguise. Determining a more elaborate plan is needed, Dreyfus enlists an army of criminals to his cause and kidnaps nuclear physicist Professor Hugo Fassbender (Richard Vernon) and the Professor's daughter Margo (Briony McRoberts), forcing the professor to build a "doomsday weapon" in return for his daughter's freedom.

Three of the company's buses are wrecked due to Stan's negligent bus driving, which means Stan (Reg Varney), Jack (Bob Grant) and Inspector Blake (Stephen Lewis) are sacked. Stan and Jack get a job as bus crew at a Pontins holiday camp in Prestatyn, North Wales, only to find that Blakey has also got a job at the camp, as security inspector. Stan invites the family to stay (using his staff discount) whilst he proceeds to chat up the guests and staff. Tight fisted Arthur refuses to pay the train fare, instead relying on his ever present motorcycle and sidecar to take the Butlers to the camp. They meet Stan on the road, who accidentally forces them into a kerb causing all the luggage to land in a river and all the family's clothes are ruined.

Bus driver Stan Butler (Reg Varney) agrees to marry Susy (Janet Mahoney), much to the anguish of the rest of the family. Arthur loses his job so Stan, as the main money earner, agrees to delay the wedding while teaching Arthur to drive a bus. Meanwhile there is mutiny at the depot when the Depot Manager installs a new radio control system in all the buses (borrowing an idea previously used in the episode "Radio Control"). Jack (Bob Grant) tampers with the radio system and crosses the wires with the police frequency and several misunderstandings ensue. Blakey is then issued with a van to follow the buses around their routes, but when Stan and Jack accidentally cause a fire in the bus depot, the van is crushed between two buses in the ensuing chaos. The fire highlights the inadequacies of the depot's fire fighting equipment, which the general manager orders to be upgraded. Blakey stages a fire drill with the new equipment, but it goes spectacularly wrong when the foam machine goes out of control.

During the First World War in 1915, Geoffrey Richter-Douglas (Michael York), a Scotsman of German descent, is a lieutenant in the British Army. He meets Stephanie (Alexandra Stewart), a German spy with whom he falls in love. She suggests that he escape to Germany, where the other members of his family and his friends are. Bus driver Stan (Reg Varney) cannot afford the payments on a new washing machine or other expensive items his Mum and sister have bought on hire purchase. His overtime earnings have been cut because the bus company has decided to revoke a long-standing rule and employ women bus drivers. Worried at the thought of no overtime, and therefore less wages, he joins forces with his longtime colleague Jack (Bob Grant) to sabotage the new female employees. Meanwhile, just as his sister Olive (Anna Karen) starts working in the canteen, she discovers that she's expecting a baby. A sub plot explores Olive's journey to hospital while in labour in a motorcycle side car and the domestic disturbance the baby brings. Another sub plot explores Stan and Jack's amorous adventures. Stan flees a jealous husband in his bus and demolishes a telephone kiosk and bus shelter in the process. As a result, he is forced to undertake a driving test on a bus skid pan.

The film begins in September 1939 shortly before World War II begins. Alf Garnett, a dockyard worker, and his wife Else have been married for only a few weeks, and are already weary of one another. Alf gets called up for military duty but is turned down because he's in a reserved occupation. The film depicts their lives during the London Blitz. Else eventually gets pregnant to Alf and Else's shock, and they have a baby daughter, Rita, in 1942. The war ends in 1945 with a huge street party and Alf, characteristically, gets drunk.
