A group of friends are having a party at the beach with some of their classmates because it's spring break. When Santa Claus (Richard Riehle) travels to New York City and gets hit by a cab, loses his memory and the crystal that keeps him eternal is stolen, it's up to his new friend, his puppy named Paws (Zachary Gordon) to save him. Meanwhile, a young orphan named Quinn (Kaitlyn Maher) arrives at a foster home run by a strict and no-nonsense woman named Ms. Stout (Wendi McLendon-Covey) who does not approve of anything that children love: toys, Christmas decorations, singing, and even pets. She has a furnace which she uses to burn all the toys she confiscates from the girls who rightfully own them. Despite the strict rules she has to respect while staying at the foster home, Quinn eventually befriends the girls, including Janie (G. Hannelius) and Willamina "Will" (Madison Pettis). In order to save Christmas, Eli (Danny Woodburn) and Eddy (Richard Kind) the uncanny elf dog have to go to New York City to save Santa and Paws. But when Santa (Bud) is in the hospital, it takes the help of Quinn and Will to save Santa. When Kate and James take Bud from the hospital, Paws tells Eli to put his crystal next to Santa, but then he wakes up to find that Paws is a stuffed animal. They rush back to the North Pole and Paws turns into a full-grown dog named Santa Paws (Mitchel Musso) and Christmas is back on. Ms. Stout is fired from taking care of the orphan girls at the foster home, much to the excitement of the girls, and Will and Quinn are both adopted by James and Kate Hucklebuckle.

Twelve-year-old DJ Walters spies on his elderly neighbor, Horace Nebbercracker, who confiscates any item landing in his yard. DJ's parents leave town for a dentist convention, leaving him in the care of a babysitter, Elizabeth "Zee". DJ's best friend Charles "Chowder" visits him, but accidentally loses his basketball on Nebbercracker's lawn. DJ is caught by Nebbercracker while recovering it, who rages at him before apparently suffering a stroke and being taken away by an ambulance. That night, DJ receives mysterious phone calls from Nebbercracker's house with no one on the other end. DJ eavesdrops on Zee's boyfriend Bones, who tells Zee about losing his kite on Nebbercracker's lawn when he was young and that Nebbercracker supposedly ate his wife Constance. Later, Bones is driven out by Zee after he gets too fresh. When he leaves, he sees his kite in the doorway of Mr. Nebbercracker's house, but he and the kite are consumed, while retrieving it.

Ranger Captain Walker and Rangers Francis Gage and Rhett Harper are involved in a shooting at a bank where a group of robbers hijack the operators. Ranger Harper kills two of the robbers while the leader is able to escape. A form of guidance missile accidentally ends up in the hands of a thirteen-year-old who does not know that three Koreans, who are very skilled in combat, is what they're looking for. The criminals go to the kid's house where they kill his father. The boy manages to escape, but the criminals remit to look for work. Jimmy has to leave for a family vacation and away from the group, while Gage is following the case of the boy, helped by the Ranger Kay Austin. As if that were not enough a girl with whom he had an appointment Ranger Harper is killed and all evidence leads to Ranger Harper.

The movie begins at a grocery store where a box of free puppies is outside (similar to Oliver and Company). There are 6 puppies in the box, five black puppies and the golden puppy. Soon children come and four black puppies are taken to a home. Soon only two puppies are left in the box then a little boy and his mother come and take the black puppy. Only the golden puppy is left in the box and on that raining night he escapes to the streets. A year later the dog called Tycho is eluding animal control. Eventually he is caught and taken to the pound.

In 1962 in the Texas countryside, 14-year-old Walter Caldwell (Haley Joel Osment) is left by his irresponsible, dishonest mother, Mae (Kyra Sedgwick), to live for the summer with his reclusive, bachelor great-uncles, Hub (Robert Duvall) and Garth (Michael Caine) McCann, brothers said to have a secret fortune. Walter is given a room in the attic where he finds a photograph of a beautiful woman, who he later learns is Jasmine (Emmanuelle Vaugier), Hub's one true love. Soon after, relatives Ralph and Helen arrive with their children, hoping for a chance at the fortune. Thinking Walter is also after it, they threaten to take him to the Orphanage, making him run away. Walter makes his way to a gas station, and uses a phone booth to call the court reporting school which his mother told him she was attending only to learn she isn't there. The two uncles find him; Hub is glad to see him on his way, but Garth convinces Hub to bring him back home.
