The beginning of the film parodies the Falklands War when a small British colony is invaded by its neighbour, the fictional country of Maguadora, whose dictator General Mosquera is played by Herbert Lom. The new President of the United States, Barbara Adams, tried to sort out the mess (both countries are hard on communism) but the peace talks are sabotaged by Lacrobat (Michael Richards), the world's leading terrorist. The British, under the leadership of PM Sir Mortimer Chris, send in a task force to seize the islands back. For revenge Mosquera hires Lacrobat to kidnap the British Princess Wendy, in order to hold her to ransom to get the British out. Sir Mortimer then threatens that unless she is returned in 48 hours, he will release a nuclear strike. So now President Barbara Adams not only has to deal with Mosquera and Lacrobat, she must also deal with Sir Mortimer, and also with the fact that Mosqueara decides to align himself with Russia, and this whole thing could start World War III.

In 1969 a mysterious man (Robert Redford) arrives at Wakefield State Prison in Arkansas. As an inmate, he immediately witnesses rampant abuse and corruption, including open and endemic sexual assault, torture, worm-ridden diseased food, insurance fraud and a doctor charging inmates for care. Prior to a new hotel opening on Amity Island, a huge great white shark ambushes two divers who are photographing the wreck of the Orca, the late Quint's boat. A few days later, the shark devours a water skier. The speedboat driver defends herself by dumping gasoline on the shark (accidentally spilling some on herself) and shooting it with a flare gun, causing the boat to explode. The shark escapes but is severely scarred.

Down on his luck Louisiana horse trainer Lloyd Bourdelle (Walter Matthau) dreams of winning the All American Futurity at Ruidoso Downs in New Mexico. Lloyd has three sons, Buddy, Randy and Casey. Buddy (Andrew Rubin) helps his father train horses, while Randy (Steve Burns) rides them in races. Lloyd takes Casey (Michael Hershewe) and Randy to a small bush track, to try to make some money by racing Casey's small pony, Gypsy. They find a match race with Mr Marsh (Robert Webber) and his daughter Kelly (Susan Myers), but play a trick on Marsh by tying a live chicken to Gypsy's saddle. Gypsy wins the race, but Marsh doesn't pay up, complaining that Lloyd cheated him by not having a rider on Gypsy. Lloyd laughs and remarks that the chicken is the best live jockey around. The races end and Lloyd takes Randy and Casey home.

First Lieutenant Jake Tanner (Jan-Michael Vincent) shares ICBM silo duty at an American air force missile base in the Californian desert with Major Eugene "Sam" Denton (George Peppard), who is requesting not to work with him. On their way to duty, Denton talks to Airman Tom Keegan (Paul Winfield), an aspiring artist. While a group of teenagers are having an evening beach party on Amity Island, Chrissie Watkins (Susan Backlinie) goes skinny dipping in the ocean. Something violently grabs and pulls her underwater. In the morning, Deputy Hendricks (Jeffrey Kramer) finds her remains on the beach. Upon hearing from the medical examiner that the cause of death was a possible shark attack, Police Chief Martin Brody (Roy Scheider) proceeds to close the beaches, but Mayor Larry Vaughn (Murray Hamilton) overrules him, fearing news of a shark attack will ruin the summer tourist season, the town's primary revenue source. He rationalizes that there have been no prior shark problems in the area, and theorizes the girl was killed in a boating accident. The coroner concurs and Brody reluctantly accepts their conclusion.

Told partly in flashback, it is the story of Katie Morosky (Barbra Streisand) and Hubbell Gardiner (Robert Redford). Their differences are immense: she is a stridently vocal Marxist Jew with strong anti-war opinions, and he is a carefree WASP with no particular political bent. While attending the same college, she is drawn to him because of his boyish good looks and his natural writing skill, which she finds captivating, although he doesn't work very hard at it. He is intrigued by her conviction and her determination to persuade others to take up social causes. Their attraction is evident, but neither of them act upon it, and lose touch after graduation.
