The year is 1910; the place, the badlands of Northeast Brazil. Twenty-year-old Tonho is the middle son of an impoverished farm family, the Breves. He is next in line to kill and then die in an ongoing blood feud with a neighboring clan, the Ferreiras. For generations, the two families have quarreled over land. Now they are locked into a series of tit-for-tat assassinations of their sons; an eye-for-an-eye, a tooth-for-a-tooth. Embedded in this choreography of death is a particular code of ethics: "Blood has the same volume for everyone. You have no right to take more blood than was taken from you." Life is suffused with a sense of futility and stoic despair.

Dora is a retired schoolteacher who has become embittered. She works at Rio de Janeiro's Central Station, writing letters for illiterate customers, in order to make ends meet. She can be impatient with her customers and sometimes does not mail the letters she writes, putting them in a drawer or even tearing them up. Josué is a poor 9-year-old boy who has never met his father, but hopes to do so. His mother sends letters to his father through Dora, saying that she hopes to reunite with him soon, but when she is killed in a bus accident just outside the train station, the boy is left homeless. Dora takes him in and traffics him to a corrupt couple, but she is made to feel guilty by her neighbor and friend Irene and later steals him back.

The film is a fictional version of the dramatic events of the 1969 abduction of the American ambassador Charles Burke Elbrick (played by Alan Arkin) in 1969. Elbrick was taken in Rio de Janeiro by the Revolutionary Movement 8th October (MR-8) with help of Ação Libertadora Nacional (ALN). Gabeira (played by Pedro Cardoso and named Paulo in the film) as a student joins the radical movement after the military takeover of the Brazilian government. He and his comrades, led by Andréia, gradually decided to kidnap the ambassador as a protest, and are shown mostly planning and executing the kidnapping. A boarding school only for girls is decreed to be closed by the state. An intervenor, Guido (Antônio Fagundes), is sent to the school to sign the protocol to confirm its closure and says it will becom a corporation. Unexpectedly the students start to have sex, as well as the janitors and truancy officers. Meanwhile each of the two principals, Renata (Dina Sfat) and Miriam (Xuxa Lopes), create obstascles to the other as both want Guido exclusively for herself. In the end, however, Guido finds out everything was just a dream and confirms the school's closure.

In the film's first portion, filmed in B&W, Dr. Sergio, a psychiatrist, appears on a television program on a panel with three other contemporary psychiatrists after he claims to have conducted experiments on four volunteer drug addicts with LSD in order to investigate his claim that sexual perversion is caused by use of illegal drugs. As evidence, he presents a series of documented accounts of drug use which lead to lewd and bizarre sexual acts. Marins appears (as himself) on the panel with the psychiatrists as some type of expert on the subject of depravity. During the program, Dr. Sergio recounts the experiment to his colleagues on the panel, who reject his claims.

After the World War II, in the Brazilian sertão. A group of impoverished peasant mystics (beatos) gathered around Dona Santa (Rosa Maria Penna), a female spiritual figure, join in veneration of Saint George with an obscure figure named Coirana (Lorival Pariz). Coirana claims to have restarted the cangaço and seeks to take the revenge of Lampião and other cangaceiro martyrs, presenting the tale of Saint George and the Dragon in a contemporary class conflict context. They threaten the town of Jardim de Piranhas governed by Coronel Horácio (Joffre Soares) a blind and old cattle owner married to younger and attractive Laura (Odete Lara). Dr. Mattos (Hugo Carvana), the corrupt police chief of the town, hires Antônio das Mortes as a jagunço against Coirana and Antônio fatally wounds Coirana in a duel. However, Antônio is changed by his experiences with the poor, and so he then demands that the coronel distribute the food stored in a warehouse to the remaining cangaceiros. The colonel raged and sent Mata Vaca (Vinícius Salvatori) to kill Antônio das Mortes. But Antônio das Mortes with the help of his friend "Professor" (Othon Bastos) kills Mata Vaca and his jagunços. The coronel is killed by Antão (Mário Gusmão), the helper and possibly lover of Dona Santa in a scene reminiscent of Saint George slaying the Dragon iconography. The movie ends with Antônio das Mortes walking by the roadside, carrying on the struggle - in some ways hopeless or unending - which extends beyond the killing of the colonel and the expropriation of his land.
