Outi Mäenpää (born 24 February 1962) is a Finnish television actress.

Mäenpää was born in Helsinki. She began her career in theatre as a stage actor between 1984 and 1988.

Since 1989 she has appeared regularly on Finnish television, with over 40 appearances to date. She appeared in the 2006 film Saippuaprinssi working with actors such as Mikko Leppilampi and Pamela Tola. In October 2007 she starred in the Finnish movie Musta jää (Black Ice).

Set against the backdrop of the 1976 election, the story is centred on delinquent teenager Iris (Sofia Karemyr), who is sent to live in a juvenile home. She meets Sonja (Josefin Asplund) there and the two regularly slip away for adventures in the city. Together they are recruited to the prostitution ring operated by Dagmar Glans (Pernilla August), a madam well-known to the authorities. Dagmar's clients are mostly rich and powerful men, including senior politicians of the day. She becomes the subject of a police investigation led by a young vice officer, John Sandberg (Simon J. Berger). Sandberg soon discovers Glans has powerful clients but also finds his investigation hampered by his superiors and his life threatened by sinister figures. Police break up the prostitution ring but the powerful clients avoid being named in the scandal and Dagmar's trial concludes with her receiving a suspended sentence before Iris can testify about being an underage prostitute. In the aftermath of the trial, Sandberg is killed in a hit and run incident and his report into the affair is classified by the newly elected government. The film ends with Iris running away from the juvenile home, her ultimate fate ambiguous.

Iiris is withdrawn and friendless, living with her older, alcoholic and unsympathetic mother and stepfather. Looking for escape she seeks company in a nightclub but receives none. Life goes on unchanged until one day she buys a dress using money from her work check, which is usually given to her mother and stepfather. She gives them the money left over but is told to take the dress back. She doesn’t and instead receives 500 markka from her somewhat estranged brother who may not realize the money will be given to her mother. Soon afterwards one night she dresses up a little nicer than usual and goes to the nightclub, where she is selected for a dance by a mysterious man and spends the night with him. The next morning the man leaves her a 1000 markka note when leaving the house. Before leaving his apartment, she leaves him a note with her name and number which says call me. Her life continues on the same but she seems happy, maybe even naively in love. She waits for his call but never receives one, during the early evening she walks by his apartment building and sees his car, but the lights are off and she leaves. About a day or two later she waits outside his apartment door until it opens and a woman leaves, she waits another moment and rings his doorbell. He answers and she asks why he didn’t call, he seems occupied and even bothered, telling her that he will pick her up tomorrow at 8. She gives him her address and leaves.
