Pil-yong is a middling civil servant who is gripped by guilt every time he sees his wife Hyo-kyung, who is half-paralyzed from a stroke induced by his affair with another woman. University graduate Han Se-jin (Jung Yu-mi) leaves her hometown, where her conservative father (Min Kyeong-jin) is the local stationmaster, for Seoul, where she has been offered a job in an IT company. Some time later, however, the company goes bankrupt and she's forced to move into a cheap basement flat while job-hunting. Her new neighbor is middle-aged Oh Dong-chul (Park Joong-hoon), a small-time gangster who works for boss Kim (Jeong Woo-hyeok) collecting loans. Se-jin is initially uncomfortable living next door to a gangster but later forms a wary friendship with him after he helps her out a couple of times. Depressed by her inability to get a job because of the economic recession, Se-jin ends up drinking with Dong-chul one evening and having a one-night stand with him. She later asks him to pose as her wealthy boyfriend on a trip home to visit her anxious father — though that doesn't quite go as planned, and Se-jin ends up staying on with her father. Meanwhile, Dong-chul, who has almost started a gang war back in Seoul by beating up some hapkido athletes in revenge, is told by boss Kim to formally apologize to the athletes' boss, former police detective Park (Jeong In-gi). Dong-cheol reluctantly agrees, but that same day Se-jin is due in Seoul for an important job interview.

Choi Gon had a big hit in 1988 with his song "The Rain and You" and became one of the top stars of the 1980s, but did not handle the fame very well, acquiring bad habits and quickly spending most of his money. In 2006, now past his prime, leather-jacket-and-jeans-wearing Gon resents that the spotlight has moved on to younger entertainers, but he still lives the life of a rock star, getting into drunk driving incidents and drug scandals. The film begins with high-level military leaders from both North and South Korea discussing the surrender of a North Korean 50 Mt nuclear warhead (Hangul: 비격진천뢰; RR: Bi-geok-jin-cheon-ryoe) in a secret underground development bunker near the DMZ. The warhead was secretly jointly-designed, but international pressure has forced North and South Korea to hand over the device and close the facility. North Korean officer Major Kang Min-gil (Kim Seung-woo), displeased with the conciliation of the Koreas, rebels and steals the warhead with the help of several of his loyal soldiers, even killing some North Korean guards in the process. Due to the top-secret nature of the meeting, the leaders of both sides cannot request reinforcements to apprehend the officer, and instead dispatch a South Korean special forces platoon under the leadership of Major Park Jung-woo (Hwang Jung-min), who was present at the meeting.
