Danny Sloan (Dylan Purcell) is an art student who works in a record shop. He visits his friend Billy (Dov Tiefenbach), who is in drug rehab in hospital. Billy suggests Danny goes to see the "psycho ward" before he leaves, to see Byron Volpe (Patrick Kilpatrick), a serial killer kept in a padded cell after being convicted of murdering his wife Madeline (Sean Young) by hypnotizing her into jumping from a building. Volpe is explained to have extraordinary powers of hypnotism, and is kept restrained and hooded to stop hospital staff from seeing his eyes. During the visit, Danny sees Laura Baxter (Cherilyn Wilson) sleeping in the room next to Volpe. She suffers from a form of parasomnia in which she sleeps most of the time, and wakes occasionally for short periods of time.

Thomas Archer (Ron Eldard), a disconsolate man, is led to an underground room by a distorted male voice on his mobile phone. In flashback it is shown that his wife had been attacked and his son killed for no apparent reason. When he reaches the underground room he finds a man hooded and tied to a chair and told by the distorted voice that this is the man responsible for the attacks. Without any proof he accepts everything he is told and proceeds to torture the man with various implements found in the room. After a while Archer realizes that that this may not be the man responsible for the attacks. Against the orders of the voice he questions the man. They then collaborate in an attempt to escape what they now see as a situation in which the lives of both of them are at risk. It is revealed in flashback that his Doctor (Christopher Plummer) had made Archer an offer to get the revenge he needs. The doctor now reappears and tries to insist that Archer "finish it, and take back your life".

Charlie Colburn (Nate Richert) is a video game tester with a troubled past. One day he receives a new console to test in the mail. In April 2054, Washington, D.C. has a special police force called PreCrime that stops murderers before they act. Murders are predicted using three Precogs, mutated humans who "previsualize" crimes by receiving visions of the future. Over the past six years, PreCrime has successfully reduced the city's murder rate to zero, and the Federal government is on the verge of adopting it, even though the public finds it controversial. Captain John Anderton (Tom Cruise), the head of PreCrime, has been suffering from drug addiction since the unresolved disappearance of his son, Sean, which led to his wife, Lara (Kathryn Morris), divorcing him. With PreCrime poised to go nationwide, the system is being audited by Danny Witwer (Colin Farrell), an agent from the United States Department of Justice. In the middle of the audit, the Precogs generate a new prediction, one saying that Anderton will murder a man named Leo Crow in thirty-six hours.
