Paul Panzer (3 November 1872 – 16 August 1958) was a German-American silent film actor. He appeared in 333 films between 1905 and 1952. Panzer was best known for playing Koerner/Raymond Owen in The Perils of Pauline. From 1934 through the 1950s he was under contract to Warner Brothers as an extra. He was born in Würzburg, Bavaria, and died in Hollywood, California.

Late in the reign of Elizabeth I of England, Spanish noble Don Juan de Mañara (Errol Flynn) is repatriated from London to Madrid after a serious diplomatic scandal caused by his affair with the British fiancée of a Spanish duke. The Spanish ambassador in London, Count de Polan (Robert Warwick), sends a letter of recommendation to his friend Queen Margaret (Viveca Lindfors), asking her to provide an opportunity at the court to rehabilitate Don Juan after the gossiping and rumors about his multiple illicit love affairs. He is thus hired as a fencing instructor at the Spanish Academy.

Pearl White (Betty Hutton) is a frustrated factory worker who aspires to become a dramatic actress. A pair of bizarre murders occur wherein the victims are drained of their rare blood type. Reporter Walter Garrett (Wayne Morris) consults with his friend Dr. Mike Rhodes (Dennis Morgan) which leads them to Rhodes' former mentor, hematologist Dr. Francis Flegg (John Litel). Flegg is initially unhelpful but when Garrett and Rhodes notice a striking resemblance between Flegg's strange assistant, Marshall Quesne (Humphrey Bogart) and the late Dr. Maurice Xavier, they confront Flegg. Flegg admits that he used scientific methods to bring Xavier back from the grave and employed a synthetic blood formula to sustain his life. However, the formula is unstable, and therefore, Quesne/Xavier must seek out human victims with a rare blood type featured in the formula in order stay alive.

Frank Ross (Cagney) is a crusading reporter for a big city newspaper on the trail of a crooked district attorney, Jesse Hanley, who is running for election as governor of the state. At the Banton Construction Co., Ross sees Hanley and his accomplice Grayce (Jory) burning books and ledgers to thwart a possible investigation brought about by the paper that Ross works for. His editor Patterson backs Ross in getting Hanley but the D.A. decides to get rid of him, so frames him. Knocked out and covered in whiskey, he is put in a runaway car which collides with another, killing 3 young people and is thrown in prison for one to twenty years on a charge of automotive manslaughter.
