Il remporte deux récompenses pour Swastika (1973) sur la montée au pouvoir d'Hitler et T'as pas 100 balles ? (Brother Can You Spare a Dime) (1975), un documentaire sur la grande dépression. Il retourne en Australie au milieu des années 1970 où il lance un magazine sur le cinéma intitulé Cinema Papers. Il réalise Mad Dog Morgan en 1976, avec Dennis Hopper et David Gulpilil dans les rôles principaux. Par la suite, il réalise des films de science fiction et d'horreur.
Il a été maitre de cérémonie en 2012 du festival "The women's international film & television showcase".

Biography
Né à Paris de parents français, Georges et Mirka Mora, qui émigrent à Melbourne en 1951, il grandit en Australie. Son père fonde une des premières galeries d'art à Melbourne en 1967, et Philippe et ses frères ont une enfance baignée dans le milieu culturel. Il poursuit ses études de peinture et de réalisation à Londres, où il se fait un nom.Il remporte deux récompenses pour Swastika (1973) sur la montée au pouvoir d'Hitler et T'as pas 100 balles ? Not Quite Hollywood documents the revival of Australian cinema during the Australian New Wave of the 1970s and '80s through B-movies including Alvin Purple, Barry McKenzie Holds His Own, Dead-End Drive In, Long Weekend, Mad Max, The Man from Hong Kong, Patrick, Razorback, Road Games, Stork and Turkey Shoot. From 1971 through to the late 1980s, Australian directors began to take advantage of the newly introduced R-rating which allowed more on-screen nudity, sex and violence for audiences restricted to age 18 and over. "Ozploitation"—writer-director Mark Hartley's own portmanteau of "Australian exploitation"—was a subgenre of the New Wave which accounted for the critically panned "gross-out comedies, sex romps, action and road movies, teen films, westerns, thrillers and horror films" of the era, commonly overlooked in Australia's "official film history". The film addresses three main categories of "Ozploitation" films: sex, horror and action.

The Keller family are the owners of a successful garment business based in Los Angeles, California. The story mainly revolves around Jacob Keller's (John Saxon) youngest son Joseph (Freddy Rodriguez). Because Jacob treats Joseph as if he is his favorite son, Joseph's brothers Ashton, Simon, and Robert plot to eliminate Joseph. Ben White (Reb Brown) attends the funeral of his sister, journalist Karen White, the heroine of the previous film. Obsessive collector J.P.
