In 2169, people are born genetically engineered with a digital clock on their forearm. When they turn 25 years old, they stop aging and their clock begins counting down from one year; when it reaches zero, that person "times out" and dies. Time has become the universal currency; it is used to pay for daily expenses and can be transferred between people or capsules. The country has been divided into "time zones" based on the wealth of the population. The film focuses on two specific zones: Dayton - a poor manufacturing area where people generally have 24 hours or less on their clock at any given time - and New Greenwich - the wealthiest time zone, where people have enough time on their clock to live for centuries.

In 2008, British cheeky chappy rock star Aldous Snow (Russell Brand) releases an album and a titular single — "African Child", which is a commercial and critical failure. In an interview, despite having been teetotal and free of drugs, along with his pop-star girlfriend Jackie Q (Rose Byrne), she drunkenly declares they have a boring life in an interview. He relapses — which effectively ends his relationship with her, makes him lose custody of their son, Naples, sabotages his career and makes him become a slacker. Meanwhile, in Los Angeles, Aaron Green (Jonah Hill) works as a talent scout at Pinnacle Records, a successful record company. He lives with his girlfriend, Daphne (Elisabeth Moss), a doctor. Pinnacle Records is performing badly as a result of poor record sales, and the head of the company, Sergio Roma (Sean Combs), asks for ideas. In 2002, in a new lair behind the famous Hollywood sign, Dr. Evil outlines his newest plan to his minions: he will go back in time to 1975 and bring back Johan van der Smut, aka "Goldmember", who developed a cold fusion unit for a tractor beam which Dr. Evil names Preparation H, not to be confused with the well known product of the same name - Preparations A through G had failed earlier. He intends to use the tractor beam to pull a meteor into the Earth to strike the polar ice caps and cause global flooding. However, moments after revealing this plan Austin Powers and the British Secret Service attack and arrest Dr. Evil. Austin is knighted for his services, but is disappointed when his father, the famous super-spy Nigel Powers, fails to attend the event. At a party to celebrate his knighthood he sings a song with the band Ming Tea; later he meets two Japanese twins named Fook Mi and Fook Yu and is about to have a threesome with them when Basil Exposition informs Austin that his father has been kidnapped, the only clue being that the crew of his yacht have had their genitalia painted gold.

When Nicola Anders (Winona Ryder), the star of out-of-favor director Viktor Taransky's (Al Pacino) new film refuses to finish it, Taransky is forced to find a replacement. Contractual requirements totally prevent using her image in the film, so he must re-shoot. Instead, Viktor experiments with a new computer program he inherits from late acquaintance Hank Aleno (Elias Koteas) which allows creation of a computer-generated woman which he can easily animate to play the film's central character. Viktor names his virtual actor "Simone", a name derived from the computer program's title, Simulation One. Seamlessly incorporated into the film, Simone (Rachel Roberts) gives a fantastic performance, exactly controlled by Viktor. The film is immediately a huge success.

George Newman ("Weird Al" Yankovic) is a Walter Mitty-esque daydreamer whose hyperactive imagination keeps him and his friend Bob (David Bowe) from holding a steady job. George's uncle Harvey Bilchik (Stanley Brock) wins the deed to Channel 62, a UHF television station on the verge of bankruptcy, through gambling in a game of poker, with a couple of sevens ("I was bluffing!"). After prodding by his wife Esther (Sue Ane Langdon), Harvey reluctantly gives control of Channel 62 to George. George and Bob meet the Channel 62 staff which is made up of the receptionist and wannabe reporter Pamela Finklestein (Fran Drescher), dwarf photojournalist and cameraman Noodles MacIntosh (Billy Barty), an unnamed overweight cameraman, (Lou B. Washington), and eccentric engineer Philo (Anthony Geary). George attempts to introduce himself to the rival VHF network station, Channel 8, but its owner, the cynical R. J. Fletcher (Kevin McCarthy), angrily chases him out. On his way out of the station he encounters janitor Stanley Spadowski (Michael Richards), who was recently unjustly fired by Fletcher. George offers him a janitorial job at Channel 62.
