Rachel Talalay is an American film director, film producer, television director and television producer. She worked in number different capacities in filmmaking before making her directorial debut with the film Freddy's Dead: The Final Nightmare (1991). As a film producer, she worked with director John Waters on the films Hairspray (1988) and Cry-Baby (1990). She was also a production assistant on Waters' 1981 film Polyester.

In the year 2036 a human-looking android named Max 404 (Don Keith Opper), and his creator, Doctor Daniel (Klaus Kinski), reside aboard a remote space station. Although Max is a machine he has growing interest in all things human, especially sex, and is caught by Daniel watching a sexual instruction video. After Daniel admonishes him, Max eavesdrops on the doctor's report that Max's growing insubordinate behavior could lead to mutiny similar to an incident back on Earth known as the "Munich Revolution" after which androids were outlawed. It is then revealed that Daniel is illegally working on another android, Cassandra One (Kendra Kirchner), a female who he believes will be a superior machine.

Mole's (Steve Coogan) underground home is knocked in when the field above it is bulldozed by the Weasels; the field was owned by Mr. Toad (Terry Jones), who has sold it to finance his latest fad: caravanning. Mole flees to the river and meets the Water Rat (Eric Idle), who is preparing to embark on a picnic. Seeing Mole's distress, Rat decides to take Mole to see Toad. Toad encourages them to travel with him on the open road, in his newly bought canary-coloured cart. Disaster strikes when a pair of joyriders in a motor car knock over the cart. Rat calms Toad's horse instead of Mole. Toad, however, instantly discards the cart and becomes obsessed with motoring. He is a reckless driver, however, and ends up needing more money from the Weasels. Their volatile Chief (Antony Sher) tries to persuade him to sell Toad Hall.

In 2022, a comet strikes Earth causing an 11-year drought. By 2033, most of the little remaining water is held in reserve by Kesslee (Malcolm McDowell) and his Water & Power (W&P) corporation, which uses the water to control the population. Rebecca Buck – "Tank Girl" (Lori Petty) – is a member of a commune in the Australian outback that operates the last water well not controlled by the corporation. In an attack on the commune, W&P troops kill Tank Girl's boyfriend, Richard (Brian Wimmer), and capture Tank Girl and her young friend Sam (Stacy Linn Ramsower). Rather than killing her, Kesslee tortures and enslaves the defiant Tank Girl. Jet Girl (Naomi Watts), a talented but introverted jet mechanic who has given up trying to escape W&P, urges Tank Girl to make less trouble for their captors, though Tank Girl refuses. Among other forms of torture, W&P personnel push her down into a long pipe and fill it with water.

Tired from spring cleaning, Mole ventures out of his hole for the first time and stumbles across a river and a new-found friend Ratty. The two friends enjoy themselves then call on Mr. Toad, who takes them for a trip on the open road by gypsy caravan until a passing motor car causes the caravan to crash and Toad to develop a mania for driving motor cars. Young Pete Lender (Bradley Pierce) is setting up traps around his house, explaining to his parents that things in their house are being stolen, despite his parents believing otherwise. However, it turns out that a family of tiny people ("Borrowers"), are living in the house, borrowing stuff without being seen. Pod Clock (Jim Broadbent) and his children, Arrietty (Flora Newbigin) and Peagreen (Tom Felton), make their way through the kitchen to "borrow" the radio's battery. Arrietty, while treating herself with some ice cream in the freezer, is accidentally shut inside just as the Lenders return. Pod manages to rescue Arietty, but jams the ice cube tube in the process and is forced to leave one of his gadgets behind, which is found by Mr. Lender. Meanwhile, the will of Mrs. Lender's aunt Mrs. Allabaster is the only proof that the house rightfully belongs to the family, yet their lawyer Ocious P. Potter (John Goodman) cannot find it and has already made plans to demolish their house in order to build condominiums on the land, and the Lenders have until Saturday to move away.
