Richard Mulligan (November 13, 1932 – September 26, 2000) was an American television and film actor best known for his role as Burt Campbell in the sitcom Soap (1977-81) and later as Dr. Harry Weston in Empty Nest (1988-95).

On the streets of Fifth Avenue, an orphaned kitten named Oliver is left abandoned after his fellow orphaned kittens are adopted by passersby. Wandering the streets by himself in search of someone to adopt him, Oliver meets a laid-back dog named Dodger who assists the kitten in stealing food from a hot dog vendor named Louie. Dodger then flees the scene without sharing his bounty with Oliver. Oliver follows Dodger all throughout the streets until he eventually arrives at the barge of his owner, a pickpocket named Fagin, along with his meal, to give to his friends: Tito the Chihuahua, Einstein the Great Dane, Rita the Saluki and Francis the Bulldog. Oliver sneaks into their home, located below the city's docks, and is discovered by the dogs. After a moment of confusion, Oliver is then received with a warm welcome. Fagin, owner of the dogs, comes in and explains that he is running out of time to repay the money he borrowed from Sykes, a ruthless shipyard agent and loan shark. Sykes tells Fagin the money must be paid in three days, or else. Sykes' Dobermans Roscoe and DeSoto attack Oliver but the cat is defended by Fagin's dogs. Immediately thereafter, a depressed Fagin returns to the barge, lamenting that he has only three days to find the money he owes Sykes. After the dogs cheer him up, Fagin is introduced to Oliver, and, considering that they all need help, accepts him into the gang.

Lisa Piper (Drew Barrymore), an eleven-year-old girl from Cincinnati, Ohio, takes care of her siblings and cooks for her family. She has no time for toys, and refuses to be treated as a child. During a blizzard on Christmas Eve, Lisa is transported to Toyland. She arrives just before Mary Contrary (Jill Schoelen) is to be wedded to the unpleasant Barnaby Barnacle (Richard Mulligan), although Mary loves Barnaby's nephew, Jack Nimble (Keanu Reeves). Lisa stops the wedding and, with her new friends, finds out that Barnaby plans to take over Toyland. Lisa, Mary, Jack, and Georgie Porgie (Googy Gress) go to the kindly Toymaster (Pat Morita) for help, but he can only help them if Lisa really believes in toys. Barnaby confronts them and the Toymaster, finally showing his true colors, and steals a flask containing distilled evil that the Toymaster had been collecting, before leaving Lisa and company to be eaten by Trollog, a vulture-like monster with a single enchanted eye that Barnaby uses to spy on his enemies. They escape by blinding Trollog with paint and locking him in a chest, but are captured and imprisoned one by one in Barnaby's hidden fortress.

While filming on location at a race track, womanizing bit actor Spencer Holden, who lives life on one scam after another, overhears a couple of inept thugs named Binky and Turnip while they dope a race horse with a supposed undetectable super stimulant. The thugs find out that Spence overheard them and will do anything to catch him to prevent him from going to the authorities with the information. Spence, however, enlists the help of his best friend, drive-in carhop and aspiring restaurateur Dennis Powell, to bet on the race with that horse so that they can make some guaranteed money. Spence and Dennis end up having to outrun not only the thugs, who manage to put a few bullet holes in Spence's car, but also the police after they find Spence's bullet-riddled car and after the race horse, Sorry Sue, dies from the drugs. The plot also includes an antique player piano of which Dennis comes into possession, sympathetic but naive auction house employee Ellen Frankenthaler who is attracted to Dennis, and exotically beautiful Claudia Pazzo who is interested in buying the piano and whom Spence can't resist.

This in-name-only sequel to the first Meatballs summer camp movie sets us at Camp Sasquatch and revolves around two main plots. The owner of Sasquatch, Giddy, tries to keep his camp open after Hershey, the owner of Camp Patton located just across the lake, wants to buy the entire lake for Camp Patton. Giddy suggests settling the issue with the traditional end-of-the-summer boxing match over rights to the lake. A tough, inner city punk named Flash is at Camp Sasquatch for community service as a counselor-in-training. Flash is recruited to box in order to save Sasquatch. The second main subplot involves Cheryl. She is a naive teen whom Flash sets his sights on. Cheryl's teenage girl co-campers arrange for Cheryl to see a man naked after she confesses she's never seen a "pinky." Also in the movie, an alien is also staying at the camp for the summer.

When the famous Pink Panther diamond is stolen again from Lugash, Chief Inspector Clouseau (Peter Sellers) is called on the case despite protests by Chief Inspector Dreyfus (Herbert Lom).
