Several screens of text giving some background are shown before a bust is shown flying over a palace wall and shattering into countless pieces. The film shows the story of a bereaved Queen Victoria (Judi Dench) and her relationship with a Scottish servant, John Brown (Billy Connolly), and the subsequent uproar it provoked. Brown had been a trusted servant of Victoria's then deceased and beloved Prince Consort, Prince Albert; Victoria's chief servants thought Brown might help to ease an inconsolable Queen since the Prince Consort's death in 1861. In 1863, hoping to subtly coax the Queen toward resuming public life after years of seclusion, Mr Brown is summoned to court.

Ravic (Anthony Hopkins), is an Austrian doctor who helped Jews escape from the Nazi regime. He was tortured in a concentration camp. In 1939 he is living in Paris, under a false name and without any documents, constantly aware of the risk of being arrested. At night, on one of Paris bridges over the Seine, Ravic meets Joan Madou (Lesley-Anne Down), a woman about to (possibly) attempt suicide, and helps her. This is the start of a romance. But the prickly Ravic has unfinished business with the Nazis, and he is separated from Joan after being discovered as refugee without papers. With no communications possible between them, they each try to manage under difficult circumstances and, when they finally met up again after six months of unexplained absence, there are shadows hanging over their relationship. They cautiously try to mend their broken affair as international events spin out of control around them.

The story begins in the Russian countryside, where Rasputin heals the sick wife of an innkeeper (Derek Francis). When he is later hauled before an Orthodox bishop for his sexual immorality and violence, the innkeeper springs to the monk's defense. Rasputin protests that he is sexually immoral because he likes to give God "sins worth forgiving" (loosely based on Rasputin's rumored connection to Khlysty, an obscure Christian sect which believed that those deliberately committing fornication, then repenting bitterly, would be closer to God). He also claims to have healing powers in his hands, and is unperturbed by the bishop's accusation that his power comes from Satan.

The year is 1910. In the rural German village of Vandorf, seven murders have been committed within the past five years, each victim having been petrified into a stone figure.
