Sous l'antiquité romaine, Lucius, architecte de thermes, continue de recevoir des commandes particulières. On lui demande notamment de construire des bains capables de remettre en forme les gladiateurs ou encore d'autres qui pourraient amuser les enfants. Alors qu'il n'est pas vraiment inspiré Lucius est de nouveau aspiré dans une faille temporelle qui l'amène au pays des "faces plates", le Japon du XXIe siècle. Il y pioche plusieurs idées pour ses projets et y recroise aussi Yamakoshi Manami qui va le suivre lors de son retour à Rome. Alors qu'il travaille désormais sur un projet de grande ampleur pour l'empereur Hadrianus, Lucius, et avec lui Manami, va se retrouver pris au milieu d'un conflit politique décidant de l'avenir de Rome.

Endless warfare and environmental pollution have resulted in the frequent appearance of monsters. The Earth Defense Force (EDF) is established. Mutant humans with extraordinary physical capabilities are discovered and are organized into an EDF troop called the M-Organization. Their main opponent is Godzilla, first sighted in 1954. After repeated battles, Godzilla is captured in a crevasse at the South Pole and buried under an avalanche of ice. The EDF ship Gotengo, commanded by Captain Gordon, battles and destroys Manda but in the process, the ship is wrecked and Gordon is dismissed from the EDF. At M headquarters, mutants Ozaki and Kazama spar before their next mission.

Kindhearted Dr. Paul Christian is appalled by the harsh living conditions of homeless inhabitants of Squatterstown. He lets one of the homeless, Dave Williams, to live with him, and goes on to ask the city to build housing for the poor. He realizes that it is the powerful Mrs. Norma Stewart that has the last say in the matter since it is her property they would build on.
