Following the American Civil War the two James brothers, along with the Younger brothers - Cole Younger (played by Randy Travis) and Bob Younger (Todd Field), Bob Ford (Jim Flowers) and Charles Ford (Alexis Arquette), Clell Miller (John Pyper-Ferguson), and Arch Clements (Nick Sadler), begin to feel oppressed by the Chicago railroad investors. John Steele is a Vietnam Vet who's had trouble adjusting to life after the war. He hasn't been able to hold on to a job which includes being a cop. When his best friend, Lee who also served with him in Vietnam, and who also became a cop was killed by some drug dealers he was investigating. Steele was able to save his daughter and saw one of the shooters. He later sees him and learns that he is the son of General Kwan, another person he served with in Vietnam who was running his own deals on the side, and who tried to kill Steele and Lee but Steele not only survived but thwarted his last plan. Steele suspects Kwan is involved with Lee's death but unfortunately Kwan's a respected member of the community. And Steele's former boss Bennett is not in a rush to find the killers cause investigation reveals that Lee may have been dirty which Steele knows is not true. Steele sets out to prove Lee's innocence and to get Kwan.

Nick Di Angelo (Rob Lowe) is working in a Las Vegas casino to earn enough money to pursue the woman of his dreams – Lady Victoria Wingate (Amanda Pays) – to Oxford, England, where, he believes, the only way to win her is to get into Oxford University and join the rowing team. The Geotech Company has set up a large Antarctic base to drill for oil. The facility is staffed by Dr. Monica Kelsey (Alexandra Kamp-Goreneveld), Nelson Schneider (Goetz Otto) and six workers. During a raging storm, a research team arrives by helicopter, forced to land due to an even worse storm approaching, sent by Geotech to investigate the death of a worker named Lenny (Robert Axelrod), the disappearance of workers Carl and Lippski, and mysterious tremors hitting the area, hoping to learn the cause of these events before the arrival of a United Nations investigation team who might shut down the base. The team's leader, Professor Ted Jacobson (David Millbern) has romantic ties to Dr. Kelsey. The rest of his team are four post grad students: Arianna (Karen Nieci), Tom (Howard Halcomb), Update (David Lenneman), and Curtis (Allen Lee Haff). A giant black trilobite makes its appearance and attacks Dr. Kelsey. One by one, the rest get picked off by the monster.

After an incident where he used questionable police tactics, Jeff Powers (Lou Diamond Phillips) is placed on probation. Upon hearing of his probation, a friend from the force later invites Jeff to join the Special Investigation Section, an elite and highly secretive LAPD unit designed to track and shut down high profile criminals.
