After an afternoon of playing baseball, Muggs McGinnis (Leo Gorcey) and the East Side Kids gang arrive at the door of their clubhouse, where a man named Higgins (silent comedian Harry Langdon, in one of his last film appearances) is removing their "East Side Club" sign. Higgins explains that the owner of the place plans to rent it to some "respectable" tenants. When Muggs learns that the new tenants are due to examine the place at noon the following day, he plans to frighten them away by picking a fight with Butch (Billy Benedict) and the Five Pointers, a rival gang.

Hungarian Count Alucard (Lon Chaney Jr.), a mysterious stranger, arrives in the U.S. invited by Katherine Caldwell (Louise Allbritton), one of the daughters of New Orleans plantation owner Colonel Caldwell (George Irving). Shortly after his arrival, the Colonel dies of apparent heart failure and leaves his wealth to his two daughters, with Claire receiving all the money and Katherine his estate "Dark Oaks." Katherine, a woman with a taste for the morbid, has been secretly dating Alucard and eventually marries him, shunning her long-time boyfriend Frank Stanley. Frank confronts the couple and tries to shoot Alucard, but the bullets pass through the Count's body and hit Katherine, seemingly killing her.

When "Diamond" Ed Barnaby (an uncredited Walter Baldwin) is paroled, he sets out to give $100,000 worth of diamonds to his daughter, Betty (Ann Savage). Aware that several shady characters know he has the jewels, he stashes them in a safe deposit box in the Arcade Building. Betty later receives a call asking her to meet him there, but he never shows up. She contacts her father's only real friend: Horatio Black, better known as Boston Blackie. A respected neurologist, Dr. Mark Steele (Lon Chaney, Jr.) treats his patients successfully with hypnosis, but has troubles of his own from a marriage falling apart, that he cannot treat himself in the same way. His wife Maria (Ramsay Ames) is cheating on him on a regular basis, which is something Mark is well aware of. When Maria returns home one night in the early morning hours after a rendez-vous with her lover, Mark finally tells her that he has had enough and that he wants a divorce. When Glimpy (Huntz Hall)'s sister Betty (Ava Gardner) marries Jack (Rick Vallin), Muggs (Leo Gorcey) singlehandedly organises the wedding. The gang provide a choral version of Drink to Me Only with Thine Eyes as well as organ music. Scruno (Sammy Morrison), Stash (Stanley Clements) and Benny (Billy Benedict) provide a floral centrepiece by borrowing a funeral wreath meant for a murdered gangster's funeral on the morrow. Danny (Bobby Jordan) and Rocky (Bobby Stone) also borrow the deceased gangster's tuxedo prior to his funeral for Glimpy who is the best man. Scruno's mother provides rice to throw that she has cooked to make extra soft. Muggs also organises a police escort by telling the police gangsters will try and break up the wedding with Glimpy adlibbing they are the notorious Katzman Gang, (the producer of the film series).

Teenage gang leader Tommy Banning is preparing for the Summer vacation by telling his members about the importance of doing their share to help out during the war. The best way to do this, according to Tommy's advice, is to end the gang activities and instead take legitimate useful jobs. But this seems to be a greater task than they could imagine, since most gang members have criminal records for juvenile delinquency, and they fail getting regular jobs. When Tommy's sister Sheila asks her boss, Frank Moulton, at the Carruthers' department store where she works, he agrees to hire Tommy only if she goes on a date with him. Sheila has a boyfriend and won't do that, but her boyfriend Jerry Brady instead gets Tommy the job at the department store. Upon starting his new job, Tommy is smitten by a slaes girl, Suzanne Booker, and they go on a movie date together. At the cinema, some of Tommy's gang, Albert "Pig" Gum, String and Ape, turn up and ruin the date. Soon enough Pig, String and Ape all have jobs, the latter two in the same store as Tommy.

On a western land, a governor's daughter (Marjorie Manners) is kidnapped and held hostage. Billy the Kid (Buster Crabbe) and Fuzzy Q, Jones (Al St. John) try to rescue her and capture a lot of men known to work for the kidnapper and hold them for questioning. While out on the ranch, Billy and Fuzzy spot a cowboy (Kermit Maynard) who happens to be a henchman with a letter about the kidnapped girl. He refuses to tell who gave him the letter so Billy decides just to find the girl on his own and leaves Fuzzy in charge of tying up the henchman and put him with the rest. Fuzzy tells the henchman to pick up a gun on the floor and when he bends down Fuzzy kicks him and knocks him out. While Billy is looking for the girl, Fuzzy ties up the henchman and takes his boots and socks off to perform an Indian fire torture on the soles of his feet in effort to make him talk, but the man still refuses to tell him who gave him the letter and Fuzzy can't bring himself to burn the henchman. While trying to light a cigar, Fuzzy strokes a match down the sole of the man's foot causing him to burst with laughter. Having found out the henchman was ticklish, Fuzzy grabs his feet and ask him to tell him who gave him the letter. The man once again refuses so Fuzzy begins tickle torturing his bare feet. Fuzzy asked him again and the man still refuses to talk, but the more he refused the more Fuzzy would mercilessly keep tickling the soles of his feet. After enduring brutal tickling on his feet, the henchman can't take anymore and confesses. Fuzzy then tells his friends how the henchman was so ticklish that he got him to talk. Now knowing who send the letter the guys all go to try to rescue the kidnapped girl.
