Beverly Hills Police Captain Andrew Bogomil, Detective Billy Rosewood, and Sergeant John Taggart are trying to figure out who is behind the "Alphabet Crimes," a series of mostly high end store robberies distinguished by their monogrammed envelopes with an alphabetical sequence the assailants leave behind. Complicating matters is the new "political" state of the Beverly Hills Police Department, headed by incompetent and verbally abusive new police chief Harold Lutz, who is doing everything he can to stay on Mayor Ted Egan's good side. Unimpressed when Rosewood calls the FBI to help solve the case, Lutz holds Bogomil responsible as commanding officer and suspends him, despite Bogomil's efforts to convince him that Rosewood was only following a hunch. Lutz also punishes Taggart and Rosewood by placing them on traffic duty. On the way home, Bogomil is shot and injured by Karla Fry, the chief hench-woman of Maxwell Dent, who secretly is the mastermind behind the Alphabet Crimes. Finding out about the shooting by a news report, Axel Foley abandons his current undercover duties and immediately flies out to Beverly Hills to help find out who shot Bogomil. Taggart and Rosewood agree to assist Foley because of Lutz's attempts to find an excuse to get them fired.

In 2084, Earthbound construction worker Douglas Quaid is having troubling dreams about Mars and a mysterious woman there. His wife Lori dismisses the dreams and discourages him from thinking about Mars, where the governor, Vilos Cohaagen, is fighting rebels while searching for a rumored alien artifact located in the mines. At "Rekall", a company that provides memory implants of vacations, Quaid opts for a memory trip to Mars as a secret agent fantasy. However, during the procedure, before the memory is implanted, something goes wrong, and the story diverges between the question of what is real and what is hallucination. Apparently, Quaid starts revealing previously suppressed memories of actually being a secret agent. The company sedates him, wipes his memory of the visit, and sends him home. On the way home, Quaid is attacked by his friend Harry and some construction coworkers; he is forced to kill them, revealing elite fighting-skills. He is then attacked in his apartment by Lori, who reveals that she was never his wife; their marriage was just a false memory implant and Cohaagen sent her as an agent to monitor Quaid. He is then attacked and pursued by armed thugs led by Richter, Lori's real husband and Cohaagen's operative.

Ben Holmes (Affleck) is a "blurb" writer responsible for writing the short introductions on the sleeves of hardcover books. On his way from his home in New York City to Savannah, Georgia for his wedding with Bridget (Maura Tierney), he's already nervous about flying. His nerves aren't helped when he's seated next to Sarah (Bullock), a free-spirited person who seems to get on his nerves. On takeoff, a bird flies into one of the engines, causing a flameout. Now afraid to fly, he reluctantly agrees to travel with Sarah, who also needs to get to Savannah within a few days.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. As an alternative to existing law enforcement, OCP senior president Dick Jones (Ronny Cox) offers the prototype ED-209 enforcement droid, but it accidentally kills a board member during a demonstration. Bunker Hill Military Academy has just concluded another school year. Cadet Brian Moreland (Timothy Hutton), an academic junior, meets privately with the academy commandant, retired Brigadier General Harlan Bache (George C. Scott). Bache promotes Moreland to Cadet Major, the paramount rank at BHMA. Bache also reflects on the time when he was a West Point cadet (Moreland's intended college), as well as a graduate of BHMA prior to that, and how he dreads civilian life with his forthcoming retirement. Moreland is congratulated by several good friends: Cadet Captains David Shawn (Tom Cruise) and Alex Dwyer (Sean Penn), as well as Cadet Lieutenant Edward West (Evan Handler). Shawn, a Red Beret, leads a celebration in the hallway. The commencement is celebrated by a parade and pass & review. Following the ceremonies, General Bache announces that BHMA's board of trustees is selling the school to real estate developers; however, they will remain open for one more year in order to allow the seniors to graduate and give the underclassmen time to apply to other schools. The delay gives many cadets hope that BHMA - which many of them consider home - can be saved. Bache also expresses his hope that the institute can be saved, as he wryly remarks to Moreland "We are here, and the condos are not".

Much of the film is based on Guthrie's attempt to humanize the desperate Okie Dust Bowl refugees in California during the Great Depression.
