Whilst driving on Tokyo's Shuto Expressway in a Nissan 300ZX, high school student Akio Asakura challenges the "Black Bird", whose driver is Tatsuya Shima, to an impromptu race despite having his friend, Ma, in the passenger seat and two girls in the back, but is defeated. Determined to drive a faster car, he follows his mechanic friend Ko-chan to a junkyard upon hearing a newer 300ZX model is available. While at the junkyard, he sees the scrapped body of a midnight blue Nissan Fairlady Z (S30), equipped with a tuned L28 engine, bored and stroked to 3.1 L and fitted with twin turbos. Attracted to it, he attempts to buy it but the junkyard owner, Kuro, refuses as Kuro was told by the previous owner to scrap the car because it is cursed. After telling Ko-chan that he remembers seeing this car a few years ago, they eventually agree to buy the car. Akio sells off his 300ZX to fund the purchase, much to Ma's exasperation.

Leaving school for the day, seven-year-old Taichi finds a baby fox, abandoned by its mother alongside a road in rural Hokkaido. The two bond and Taichi decides to leave the fox with the police as a lost item. The policeman on duty takes a reluctant Taichi and the fox to the local Yajima Veterinary Clinic. It turns out that Taichi has begun to live with Ko, the vet, and his teenage daughter Misuzu after his free-spirited mother Ritsuko has gone to Micronesia to work as a photographer. Many people have abandoned animals with Ko, and paying customers are few with most of his income coming from frequently boarding a friendly dog that is almost part of the family. Taichi feels abandoned as well, and clashes with Ko when the vet sees the new arrival as a burden, especially after discovering that the fox is deaf and blind. However, Taichi names it Helen after Helen Keller and attempts to bring her back to full health while teaching her about the world as sort of a young Annie Sullivan. Even though Taichi gets her to eat, Helen suffers increasing fits stemming from her brain, which is the result of a tumor.

College student Takeshi Hongo is abducted into terrorist organisation Shocker (Sacred Hegemony Of Cycle Kindred Evolutional Realm), at the hands of a cyborg Inhumanoid (Kaijin) known as the Bat. There, he undergoes painful reconstructive surgery, turning him into an Inhumanoid himself. Unlike the original series, he does not escape prior to mental condition by Shocker, and becomes one of their soldiers, nicknamed "Hopper". He carries out a mission successfully, and meets Shocker's Major Agents, including Dr. Shinigami. Hongo receives his orders— Kill those who have seen Shocker's Inhumanoid soldiers. However, what he doesn't realise is that the two witnesses are the journalist who had interviewed him prior to his kidnapping, Asuka Midorikawa (Rena Komine) and her fiancé Katsuhiko Yano (Hassei Takano). Attacking the two along with Shocker soldier Spider, it is here that Hongo remembers his humanity, and has an epiphany with regards to what he should do. Despite his efforts, Katsuhiko is killed by Spider, and Asuka finds Hongo next to the body. Blaming him for Katsuhiko's death, she begins to follow him, attempting to ascertain why who she thought was a normal college student is a murderer.
