On January 1, 2006, Kathryn was murdered in Richmond, Virginia along with her husband, Bryan, and their two daughters, Stella and Ruby. Two years after the Battle of New York, Steve Rogers works in Washington D.C. for the espionage agency S.H.I.E.L.D. under Director Nick Fury, while adjusting to contemporary society. Rogers and Agent Natasha Romanoff are sent with S.H.I.E.L.D.'s counter-terrorism S.T.R.I.K.E. team, led by Agent Rumlow, to free hostages aboard a S.H.I.E.L.D. vessel from Georges Batroc and his mercenaries. Mid-mission, Rogers discovers Romanoff has another agenda: to extract data from the ship's computers for Fury. Rogers returns to the Triskelion, S.H.I.E.L.D.'s headquarters, to confront Fury and is briefed about Project Insight: three Helicarriers linked to spy satellites, designed to preemptively eliminate threats. Unable to decrypt the data recovered by Romanoff, Fury becomes suspicious about Insight and asks senior S.H.I.E.L.D. official Alexander Pierce to delay the project.

In 1968, America was divided over the Vietnam War. Due to the growing anti-war movement, President Lyndon B. Johnson announced that he would not run for re-election. Democrat Robert Kennedy, the Presidential hopeful, was assassinated that summer. The Democratic National Convention was held in Chicago where leaders of the anti-war movement planned a protest. During the protest, Chicago Mayor Daley used police force to brutally quell the rally, and as a result, rioting broke out in the streets. One person was killed, hundreds were injured and thousands were arrested. One year later, newly elected President Richard Nixon gave the green light to prosecute eight men who were accused of conspiracy to incite a riot. The FBI brought them to Chicago, where they stood trial. They were known thereafter as The Chicago 8.

Holly (widow) and Ben (son) arrive to her mother's new work place. They meet Nick (Holly's neighbor) and Ben starts to believe Nick is Santa Claus. Throughout the film, Ben tries to set Holly and Nick up together so he could get his wish of bringing back his dead father. Holly and Nick are sent secret admirer letters from Ben. They both meet each other and figure out they were set up. Holly figures Ben was behind it and lectures him on how some people were not meant to be together. Ben and Nick play hockey and Ben's dog Oscar is hit by a post truck in the process. His dog is in the vet and Holly blames Nick for this incident. Many scenes later, they make up and kiss. Nick turns out to be Santa in the end with Holly and Ben watching in awe. Nick flies into the sky in a sleigh guided by reindeer. The veterinarian and Oscar arrive to the house to give the news that Oscar is fine. Holly and the veterinarian become engaged in the end.

When a test group says the company's latest video game, Evilution, is too boring, the game's development team is fired. Businessman Peter Drummond hires three new programmers: A weapons expert named Hardcore, a game artificial intelligence designer named Sol, and a sound effects creator named Bug. Faye Clayton promises $1 million to the programmer who makes the game the "scariest", igniting a fierce rivalry between the trio. During a storm three weeks later, lightning strikes the building and causes all of the computers and electronic equipment to go offline. After a meeting with Drummond, the three programmers decide to try out the game with the help of Clayton Software intern Laura Wheeler. The game involves a motion capture suit that is connected to the computer network and used to program the game's movements. Peter places a backup CD into the external drive while the others set up. Bug, Hardcore, and Sol soon lose the game, and are surprised to see Laura get all the way to the final boss.

In October 1962, U-2 surveillance photos reveal that the Soviet Union is in the process of placing missiles carrying nuclear weapons in Cuba. President John F. Kennedy (Bruce Greenwood) and his advisers must come up with a plan of action to prevent their activation. Kennedy is determined to show that the United States will not allow a missile threat. The Joint Chiefs of Staff advise immediate U.S. military strikes against the missile sites followed by an invasion of Cuba. However, Kennedy is reluctant to attack and invade because it would very likely cause the Soviets to invade Berlin, which could lead to an all-out war. Citing The Guns of August, Kennedy sees an analogy to the events that started World War I, where the tactics of both sides commanders had not evolved since the previous war and were obsolete, only this time nuclear weapons are involved. War appears to be almost inevitable.
