The film follows three aspiring screenwriters as they struggle to turn their scripts into movies. David is a hip talent agent's assistant with three scripts circulating around town. He's plugged into "young Hollywood" - and when he's not working or writing, he's usually hanging out at the beach. Joe is a middle-aged family man who has split time over the last three years between caring for his autistic daughter and writing what he believes could be the great American screenplay. And Deborah is trying to become one of the few African-American women to ever write and direct a feature film, though she's struggling just to pay her bills while she searches for money to produce her script. Between these stories, the film intercuts critical insight from such Hollywood screenwriters as James L. William S. Bowdern (Timothy Dalton) is a World War II veteran who was severely affected by a bad experience in France on All Saints’ Day in 1944. In the first scene of the movie, we flash-back through one of Bowdern's dreams to where he was trying to escape from a German advance as SS soldiers execute wounded American soldiers. A wounded soldier calls Bowdern, the chaplain, to give him the Last Rites; Bowdern at first denies him so he can escape. Bowdern rethinks the matter and does his duty but is bayonetted by an SS soldier. He becomes an alcoholic, tormented by his injuries and the guilt of refusing a dying man's last wish.

In the Southeast Asian nation of Shadaloo City, civil war has erupted between the forces of crazed military dictator General M. Bison (Raul Julia) and the Allied Nations, a multinational military force, led by their regional commander, Colonel William F. Guile. Bison has recently captured several A.N. relief workers, and via a live two-way radio broadcast, demands Guile secure a US$20 billion ransom in three days or else face responsibility for the hostages' deaths. Guile refuses and vows to track Bison down, but his assistant, Sergeant Cammy (Kylie Minogue) is only partially able to pinpoint Bison's location to the river-delta region outside the city. One of the hostages is Guile's close friend, Carlos "Charlie" Blanka (Robert Mammone), who Bison orders taken to his lab for his captive witch doctor, Dhalsim (Roshan Seth), to turn into the first of his supersoldiers. Though Charlie is severely disfigured by the procedure, Dhalsim secretly alters his cerebral programming to maintain Charlie's humanity.

A terrorist, Michael Kittredge (Vinnie Jones), posing as an environmentalist protester leads a team of highly skilled mercenaries to take control of an oil rig off the coast of California, intending to detonate an electromagnetic bomb over the United States, striking a sort of "new Pearl Harbor" attack on behalf of enemies to the nation. What Kittredge didn't count on is a tugboat captain, Lamont Dixon (Eddie Griffin), who survives an attack on his ship, and is soon recruited by an FBI agent (Vivica A. Slate and Co. When a Senator is killed in an explosion, the FBI investigates. The agent in charge is Danny O'Neill (Pierce Brosnan), who is separated from his wife Terry (Lisa Eilbacher) (due to the accidental drowning of their only child in their pool) and behaving very erratically. Initially the investigation does not reveal the kind of explosive used or even what was used to detonate it. Eventually it is learned that terrorists have developed an "invisible" liquid explosive which is activated within the human body (by stomach acid). It also does not help that they have to report to Senator Traveres (Ron Silver), the man whom O'Neill's wife is having an affair with and whom Danny also assaulted.
