In a world populated by anthropomorphic vehicles, the last race of the Piston Cup championship ends in a three-way tie between retiring veteran Strip "The King" Weathers, infamous runner-up Chick Hicks, and rookie Lightning McQueen. The tiebreaker race is scheduled for one week later at the (fictional) Los Angeles International Speedway in California. Lightning is desperate to win the race, since it would allow him to leave the unglamorous sponsorship of Rust-Eze, a rust treatment for old cars, and allow him to take The King's place as the sponsored car of the lucrative Dinoco team. Eager to start practice in California as soon as possible, he pushes his big rig, Mack, to travel all night long. While McQueen is sleeping, the exhausted Mack drifts off and is startled by a gang of four reckless street racers, causing McQueen to fall out the back of the trailer and into the road. McQueen wakes in the middle of traffic and speeds off the highway to find Mack, only to end up in the run-down desert town of Radiator Springs, and inadvertently ruining the pavement of its main road.

Petrie is having a difficult time preparing for "The Day of the Flyers", an important day for all of the flying residents of the Great Valley, when all of the young flyers must participate in a very precise flying exhibition to prove that they are ready to fly with the adults. Always a nervous flyer, Petrie has even more trouble flying with his siblings in precise group formations — he’s more of an independent, free-style flier with a spirit of gold. At the same time, a strange newcomer to the Great Valley has Littlefoot and his friends trying to help figure out just exactly what he is. Named Guido, a Feathered Flyer, he's the strangest looking creature any of the Great Valley creatures has ever seen, especially since he’s covered with feathers, and has never seen another like himself. Thankfully, the dinosaurs have overcome their prejudices like seven movies ago and they don't make fun of Guido's weird face. Cera is having her own troubles, as her grumpy father and his new lover (which is the most accurate term, since Littlefoot's dad established that dinosaurs don't marry - they only hit it and quit it), Tria, get ready to welcome a hatchling to the family.

His mother, the Dowager Empress Marie Feodorovna, is visiting from Paris and gives a music box and a necklace inscribed with the words “Together in Paris” as parting gifts to her youngest granddaughter, eight-year-old Grand Duchess Anastasia. The ball is suddenly interrupted by the sorcerer Grigori Rasputin, the former royal advisor of the Romanovs until he was banished by Nicholas II for treason. In retaliation, Rasputin sells his soul in exchange for an unholy reliquary, which he uses to place a curse on the Romanov family, sparking the Russian Revolution. Only Marie and Anastasia are able to escape the ensuing siege of the palace, thanks to a young servant boy named Dimitri who shows them a secret passageway in Anastasia's room. Rasputin confronts the two royals outside, only to fall through the ice and freeze to death. The film tells the story of the original discovery of Kerium (a fictional ore that serves as the main plot element of the TV series), and of how protagonist Bravestarr first opposed Tex Hex (an outlaw) and his master Stampede (an evil spirit) on the planet of New Texas. It also introduces his allies: J.B. McBride (a female judge), Thirty/Thirty (a belligerent cyborg stallion capable of assuming a bipedal stance), Deputy Fuzz (one of the indigenous people of New Texas), and the Shaman (Bravestarr's mentor). At the beginning of the story, the Shaman establishes himself on New Texas, to challenge Stampede, who earlier destroyed the shaman's nation in the attempt to absorb a metaphysical power owned by them: vaguely described, but identified as the source of the shaman's magic, and exploited by his people as a fuel-source. Soon afterward, Stampede acquires Tex-Hex and his sidekick Skuzz as assistants; and these, in turn, assemble a gang of robbers. Distraught by their depredations, the colonists of New Texas demand the installation of a 'Planetary Marshal' to police their colony; and protagonist 'Bravestarr' (the shaman's protege) is appointed, alongside Judge J.B. McBride. At their first encounter, Bravestarr humiliates Tex-Hex, who in turn separates him from the colony. In search of him, J.B. is attacked by highwaymen, but rescued by the 'Prairie People': a species of anthropoid marmot, native to New Texas, but hitherto ignored by the colonists. Soon, she befriends the Prairie People, and they accept her authority. Meanwhile, Bravestarr reconnects with the Shaman, and acquires a new partner in Thirty/Thirty. Ultimately, Stampede sends an army of undead monsters against the colony; but these are repelled by the joint efforts of Bravestarr, Thirty/Thirty, J.B., and the Prairie People, whereas Stampede and Tex-Hex are banished by the Shaman's energized staff. In conclusion, Bravestarr, Thirty/Thirty, J.B., and Bravestarr's deputy 'Fuzz' ride to Starr Peak (the Shaman's sanctuary) to converse with him in safety.
