Takashi Okamura (岡村隆史, Okamura Takashi, né le 3 juillet 1970) est un acteur japonais, humoriste et animateur de radio et télévision, membre « boke » (comique) du populaire duo owarai Ninety Nine créé en 1990 aux côtés de Hiroyuki Yabe. Il coanime avec lui des émissions de télévision et de radio, dont les populaires Asayan de 1995 à 2002, Mecha-Mecha Iketeru! depuis 1996, et All Night Nippon les jeudis depuis 1994 (Ninety Nine no All Night Nippon). Takashi Okamura a aussi joué seul dans une quinzaine de films depuis 1995.

Il est l'homonyme d'un photographe japonais né en 1927 qui a publié de nombreux livres de photos.

The story follows the journey of a man travelling some 300 kilometres from Toyama City, Japan to his wife's hometown in Nagasaki Prefecture, in order to scatter her ashes into the sea. The film opens up with a red orb of energy chasing after a blue orb of energy throughout space. Upon landing on a desert-like moon, the blue orb reveals itself to be the monster, Bemular. The red orb reveals itself to be Ultraman Mebius and the two face off. After a short battle, Ultraman Mebius destroys Bemular and returns to his home planet of the Land of Light (光の国, Hikari no Kuni) in Nebula M78, where he is reunited with Ultraman, Zoffy, and Ultra Seven.

A young boy named Tadashi Ino moves to a small town after the divorce of his parents. At a local festival, he is picked to be that year's "Kirin Rider," a protector of all things good. He soon discovers that his new title is quite literal, as a nefarious spirit named Yasunori Kato appears. Originally a human who became a demon from the strength of his hatred for humans, Kato desires vengeance against their actions on the Yokai. To carry out his revenge, Kato allies himself with a Yokai named Agi while he summons a fiery spirit called Yomotsumono, composed of the resentment of the many things which mankind has discarded. With Yomotsumono's flames, Kato feeds it Yokai which are used as ingredients in creating violent junkyard Tsukumogami under his control that capture other Yokai to build their numbers while killing humans. One of such Yokai, Sunekosuri, escaped and befriended Tadashi who attempts to obtain the Daitenguken from the mountain as part of being the Kirin Rider. However, he wimped out at the last second and with trickery by Shōjō, who picked Tadashi out, the boy overcame the test. Accompanied by Shōjō, Kawahime, and Kawataro, Tadashi makes his way to the DaiTengu who gives him a sword before being taken away by the Tsukumogami. In spite of Tadashi's attempts, the sword is broken as Agi takes Sunekosuri as her captive before the boy is knocked unconscious.

The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department, in the five years since the previous movie, the once empty space within Wangan's jurisdiction (the station was once referred to disparagingly as "the empty space station" by the surrounding jurisdictions) has become a popular tourist attraction, the officers at Wangan Station now have their hands full dealing with all manner of tourist related issues. In a sign of how much has not changed in the last five years, when Detective Sergeant Shunsaku Aoshima and several of other detectives playing the part of terrorists defeat a Special Assault Team unit during a counterterrorism exercise in front of the police brass and the media, all the detectives promptly have their pay docked by headquarters.
