A young idealistic schoolteacher named Ruth Kirke (Deanna Durbin) is transporting a group of war orphans from South China to Calcutta when their steamship Tollare is torpedoed and sunk in the Pacific. Along with sailor Timothy Blake (Barry Fitzgerald), they are the only passengers to survive the enemy attack. They are picked up by the steamship Westonia and taken to San Francisco, where immigration officials inform Ruth that the orphans will be held until a $500 bond is posted for each child.

Two sidewalk photographers, Tubby McCoy (Lou Costello) and Flash Fulton (Bud Abbott), aspire to work for the local newspaper. Their childhood friend, Dr. Bill Burns (Patric Knowles), invites them to come along on a call to a building fire. While attempting to photograph the inferno, Tubby is injured and brought to Burns' hospital. While they are there, Silky Fellowsby (Sheldon Leonard), a gangster who is admitted as a patient to establish an alibi for a robbery he is planning, mistake Tubby and Flash for two Detroit hitmen. He expects them to guard the bank's entrance while they rob it, while they mistakenly believe that they are hired to take photographs of the gang as they leave the bank. When the bank is robbed, Tubby and Flash are considered the prime suspects.

Wilbur Hoolihan (Lou Costello) accidentally kills a hack horse owned by King O'Hara (Cecil Kellaway) and his daughter, Princess (Patsy O'Connor) by feeding it candy. In hopes of raising enough money to replace it, he and his friend Grover Mockridge (Bud Abbott) visit a gambling parlor. They are successful in raising the money, but before they can purchase a new horse, a con man swindles Wilbur out of his cash. They are informed by some touts that an old horse is available for nothing at one of the tracks. They visit the track and mistakenly take the wrong horse, a champion by the name of Tea Biscuit. They present the horse to O'Hara as a replacement for his deceased horse.

Teenage gang leader Tommy Banning is preparing for the Summer vacation by telling his members about the importance of doing their share to help out during the war. The best way to do this, according to Tommy's advice, is to end the gang activities and instead take legitimate useful jobs. But this seems to be a greater task than they could imagine, since most gang members have criminal records for juvenile delinquency, and they fail getting regular jobs. When Tommy's sister Sheila asks her boss, Frank Moulton, at the Carruthers' department store where she works, he agrees to hire Tommy only if she goes on a date with him. Sheila has a boyfriend and won't do that, but her boyfriend Jerry Brady instead gets Tommy the job at the department store. Upon starting his new job, Tommy is smitten by a slaes girl, Suzanne Booker, and they go on a movie date together. At the cinema, some of Tommy's gang, Albert "Pig" Gum, String and Ape, turn up and ruin the date. Soon enough Pig, String and Ape all have jobs, the latter two in the same store as Tommy.

Circus workers land an aircraft in the jungles of Africa in search of lions for their show. While trapping lions, the three men meet up with Tarzan (Johnny Weissmuller), Jane (Maureen O'Sullivan) and their adopted son Boy (Johnny Sheffield). Watching Boy's tricks with the elephants, the head of the circus, Buck Rand (Charles Bickford), realizes that Boy would be a great act for the circus. The group is attacked by natives, and it appears that Tarzan and Jane have perished in a jungle fire. The men take Boy on an aircraft back to the United States. Tarzan's loyal chimp Cheeta wakes Tarzan and Jane before they are burned by the fire. Then Cheeta tells Tarzan that Boy has left with the men on the plane.

Stan Laurel and Oliver Hardy are two hobos roaming the Arizona countryside. After being arrested for loitering, they spend a night in jail in town. When they are released the day after they are ordered to leave town immediately. Since the men lack every kind of transportation, they come up with the desperate idea of traveling as escort to a coffin and an undertaker’s railroad transport of a corpse out of town to Dayton, Ohio. To boost listener ratings, radio personality Mike Jason (Dennis O'Keefe) encourages sponsors, of his murder mystery radio show, to offer a reward to anyone who can locate safe cracker Jimmy Valentine, who is reportedly retired. The reward for the person who finds the legendary gentleman burglar is set to $10,000. There is little tough guy Mousey (George Stone), who becomes over zealous over the possibility of winning the reward. Valentine is rumored to have thrown down his hat in a picturesque small town called Fernville in Illinois. Jason and co worker Cleo Arden (Gloria Dickson) lead the hunt, together with Mousey, and it takes them to the small and previously quiet town. The search begins in the small town's local newspaper, where Jason hopes to find some old files that can reveal Jimmy Valentine's whereabouts. Jason meets the daughter of the newspaper editor, Bonnie Forbes (Ruth Terry), who takes him to see her father, Tom Forbes (Roman Bohnen). It turns out Tom isn't willing to help out in the search for Valentine. But Bonnie has taken a romantic interest in Jason, and offers to help out. She takes the party to Tom's gardener, Pinky (Harry Shannon), who she has heard tell stories about Valentine in the past. The lead is a dead end, as Pinky claims to know nothing about Valentine of use to Jason. But when Jason and Mousey visits the Forbes' house, Mousey finds Pinky rummaging about in Tom's office, destroying old files, and there is a photo of Pinky when he was younger, where his hair color matches the color of Valentine's side kick back in the day. Mousey turns out to be the son of an infamous mobster who was framed by Valentine, and kills Pinky to revenge his father. When Jason finds out about the killing, he suspects Valentine of being the murderer. He goes about town to collect fingerprints of important persons, and stirs up the whole town, since they are all ex-convicts, having settled down in this peacful place to live a quiet law-abiding life. The fingerprints are stored in a safe at the sheriff's office, and Jason plans to ambush Valentine and catch him red-handed when he tries to crack the safe open to get hold of the prints. Just as planned, Jason catches Tom, who turns out to be Jimmy Valentine, as he breaks the safe. In an effort to save the rest of the town from being caught, Tom wants to give Jason his prints in exchange for all the others'. Mousey enters the scene and tries to get his revenge on Tom/Jimmy. Mousey manages to kill himself, and Jason realizes that Tom/Jimmy wasn't the one who killed Pinky. Jason tells the police that Pinky was Jimmy Valentine in disguise, thus saving Tom and his daughter from ruin. Then Jason decides to stay in the small town with Bonnie.

In 1890s San Francisco, boxing is illegal. James J. Corbett (Errol Flynn), a brash young bank teller, attends a match with his friend Walter Lowrie (Jack Carson). When a police raid nets Judge Geary, a member of the board of directors of Corbett's bank, Corbett's fast talking gets his superior out of trouble. The judge is looking to improve the image of boxing by recruiting men from more respectable backgrounds and having them fight under the Marquess of Queensberry rules. He has even imported British coach Harry Watson (Rhys Williams) to evaluate prospects.
