The Stooges are pest exterminators who are forced to drum up business by planting mice, moths, and ants in an unsuspecting house under the threat of being fired if they cannot. They select a fancy mansion where a high society dinner party is being held. After successfully infesting the house with vermin, the trio are predictably hired to clean up their own mess, without interrupting the party, dressed as guests.

The action takes place at an expansive California golf course, where the gang merrily play their own ragtag version of golf with makeshift clubs. When the course's regular caddies quit en masse, the desperate caddy master hires the gang members as replacements. The kids—and their gibberish-spouting pet chimpanzee—proceed to drive an adult foursome crazy, then put the finishing touch on an imperfect day by accidentally commandeering a lawn-mowing tractor.

In the midst of the Great Depression, Alan Squier (Howard), once a respected British writer, now a disillusioned, penniless drifter, wanders into a roadside diner in the remote town of Black Mesa, Arizona, at the edge of the Petrified Forest. In 1912, the Austrian secret service identifies Marcella Galdi, an Italian noblewoman who is visiting Vienna, as an Italian spy. To avoid diplomatic confusions, she is kidnapped while dancing with the Austrian General Staff officer Michael von Hombergk at a ball at the famous hotel Sacher in Vienna, and sent back to Italy. Shortly afterwards, a secret plan of an Austrian fortress appears in Hombergks office desk, and as he himself is unable to explain this, the secret service urges him to commit suicide, but instead he manages to escape from Vienna.
