C.R. "Mac" MacNamara is a high-ranking executive in the Coca-Cola Company, assigned to West Berlin after a business fiasco a few years earlier in the Middle East (about which he is still bitter). While based in Germany for now, Mac is angling to become head of Western European Coca-Cola Operations, based in London. After working on an arrangement to introduce Coke into the Soviet Union, Mac receives a call from his boss, W.P. Hazeltine, in Atlanta. Scarlett Hazeltine, the boss's hot-blooded but slightly dim 17-year-old socialite daughter, is coming to Berlin. Mac is assigned the unenviable task of taking care of this young whirlwind.

Claire (Jean Seberg), a young Englishwoman, lives in Paris with her staid husband, Georges (François Périer), a government archivist, and their two small children. One day, while attending a fashion show mounted by her friend Madeleine (Micheline Presle), a couturière, Claire meets a lighthearted young Frenchman, Antoine (Jean-Pierre Cassel). Despite the fact that he is being kept by Madeleine, Claire responds to his advances and returns with him to his luxurious bachelor apartment. Before long she is visiting him five afternoons a week; evenings and weekends are reserved for Georges and the children. Madeleine, strong-willed and possessive, learns of the affair and decides to meet the situation directly by inviting Claire and Georges, as well as Antoine, to the same party. The desired effect is achieved when it becomes apparent that Claire is tiring of Antoine and has no intention of seeing him again. Only Georges, quiet and gentle, understands that nothing has really changed. It will not be long before Claire will once more embark on her quest for chance lovers.

The film begins as if it were a stage play presented by Mother Goose (and her wise-cracking, talking goose companion, Sylvester) about two nursery rhyme characters, Mary, Mary Quite Contrary and Tom the Piper's Son, who are about to be married. At the same time, the miserly and villainous Barnaby is hiring two crooks, Gonzorgo and Rodrigo, to throw Tom into the sea and steal Mary's sheep, thus depriving her of her means of support, and forcing her to marry Barnaby instead. (Mary has just come into a huge inheritance of which she is obviously unaware, but somehow–it is never explained how–Barnaby knows about it and intends to get it for himself.) After bopping Tom on the head with a hammer and tying him in a bag, the two henchmen, dimwitted Gonzorgo and silent Roderigo, pass by a gypsy camp. They decide to sell Tom to the Gypsies instead of drowning him in order to collect a double payment.
