The murder of a prostitute in German-occupied Warsaw in 1942 causes Abwehr Major Grau (Omar Sharif) to start an investigation, as she was also a German agent. His evidence soon points to the killer being one of three German general officers: General von Seydlitz-Gabler (Charles Gray); General Kahlenberg (Donald Pleasence), his chief of staff; and General Tanz (Peter O'Toole). Grau's investigation, however, is cut short by his summary transfer to Paris at the instigation of these officers.

Dr. Paul Steiner (Bryant Haliday) and Dr. Christopher Mitchell (Ronald Allen) work on a projection device that enables them to transmit any object within a few miles of the machine. While they find the device works with inanimate objects, the living creatures they use it on always seem to die. When Dr. Patricia Hill (Mary Peach) arrives, she helps them fix the error, making Steiner think the problem has been solved. Meanwhile, Dr. Blanchard (Norman Wooland), Steiner's boss and head of the institute he works for, is being blackmailed by Mr. Latham (Derrick De Marney), who wants credit for Steiner's discovery. He forces Blanchard to demand Steiner to give a premature presentation to Professor Lembach (Gerard Heinz).

In the aftermath of the Spanish Civil War, the communist veteran Diego (Yves Montand) has dedicated his life to continuing the struggle against the Franco regime while living in exile in Paris. Lately, however, he has become war-weary and skeptical about the tactics of the revolutionary underground. After meeting Nadine (Geneviève Bujold), whose father's passport he is using, he learns that she is involved with an alternative revolutionary group that is planning an armed attack in Spain. When he meets the young revolutionaries who will execute the plan, he tries to persuade them to abandon the action as misconceived, but they ignore him. The leaders of the underground, meanwhile, send Diego on a mission to Barcelona along with a new recruit, perhaps as a way of getting rid of him; the police have since discovered his identity. His lover Marianne (Ingrid Thulin), who has received a warning from Nadine, attempts to intercept him before he is arrested.

The film is set in the heart of Transylvania and the story appears to take place sometime during the mid-19th Century.
