King Kung Fu tells the story of a good-humored, hat-loving Chinese talking gorilla originally named Jungle Jumper who has been taught karate. After beating up his Kung Fu Master owner Alfunku when the latter dared him to snatch a banana from his hand, he is shipped off to the U.S. as a "goodwill gift" by his battered and embarrassed teacher where he is renamed King Kung Fu for publicity purposes. On the way to the New York Zoo, the "Monster Master of the Martial Arts" is put on display in Wichita, Kansas where two out-of-work reporters set him free with plans to "capture" him and get jobs.

The key subplot is the drab uniformity of Brezhnev era public architecture. This is made explicit in a humorous animated prologue, in which architects are overruled by politicians and red tape. This results in the entire planet being polluted with identical, unimaginative multistory apartment buildings of the sort that can, in fact, be found in every city, town, and suburb across the former Soviet Union. These buildings are uniform right down to the door key of each apartment. The rest of the film is live-action.

The action takes place at the beginning of 20th century. Unemployed and homeless Babbs Baberley (Alexander Kalyagin) is being chased by the police who attempt to arrest him for vagrancy. In 1975, Harry Morgan (Telly Savalas) and Sylvester (Sly) Wells (Robert Culp) come up with a plan to recover six million dollars of Nazi gold, lost since the end of World War II. Staff Sgt. Raphael "Gingy" Moked is ordered by his company commander, Captain Shamgar, to retrieve Sergio Constanza, a deserter from reserve service. On his way he meets his girlfriend Yaeli and offers to talk to her father, Victor Hasson, to get a blessing for their relationship. Hasson gives his blessing, believing that Moked came for his older daughter Shifra, but throws him out of the house after finding out this was not so. Yaeli does not wish to part from Moked, and sneaks into a suitcase in his jeep. Meanwhile, Constanza tricks several other gamblers into losing thousands of dollars, which he intends to use to repay his debt to Mr. Hasson. The gamblers find out about the plot however, which leaves Sergio with no choice but to run away to the army with Moked.
