During World War I, the Germans try to disrupt American war efforts by encouraging Mexican guerrillas to destabilize the Texas border with Mexico. Masterminding the German plot is spy Friedrich Schmidt (Louis Nye). As the border become disrupted, Friedrich drives into the United States at the wheel of the high-speed secret weapon... the "RX4", a Model T ford equipped with armor and weaponry and tricked out with a powerful motor. In the early 1900s, a young orphan named Pete flees his abusive adoptive hillbilly family, the Gogans. As Lena Gogan and company pursue him ("The Happiest Home in These Hills"), an unseen force, which Pete calls Elliott, knocks them into a mud pit. The next morning, Pete and Elliott, a green and purple dragon who has the power of invisibility, share breakfast ("I Love You, Too") and visit Passamaquoddy, a village where the unseen Elliott, performing clumsy antics, causes Pete to be labeled a source of ill luck. Lampie, the drunken old lighthouse keeper, stumbles out of a tavern and encounters Pete. A mischievous Elliott makes himself visible, and a terrified Lampie runs into the saloon to warn the townsfolk ("I Saw a Dragon"). In a seaside cave, Pete scolds Elliott for causing trouble. Just as they make up, Lampie's daughter Nora appears, having spotted Pete earlier. She says that due to the ongoing tides from the sea, that it's unsafe for Pete to stay, thus leaving Elliott to remain there. She offers him shelter at the lighthouse, and they talk ("It's Not Easy"). Pete learns the story of Nora's fiancé, Paul, whose ship was reported lost at sea the previous year. Pete promises to ask Elliott about Paul, and Nora accepts, believing Elliott to be an imaginary friend.

Paris, January 1942. France is occupied by the Nazis. Robert Klein, apparently apolitical, is a well-to-do art dealer, Roman Catholic and Alsatian by birth, who takes advantage of French Jews who need to sell artworks to raise cash to leave the country. One day, the local Jewish newspaper, addressed to him, is delivered to his home. He learns that another Robert Klein who has been living in Paris, a Jew sought by the police, has had his mail forwarded to him in an apparent attempt to destroy his social reputation and make him a target of official anti-Semitism. He reports this to the police who remain suspicious that he may be reporting this scheme to disguise his own true identity. His own investigations lead him in contradictory directions, to Klein who lives in a slum while having an affair with his concierge and to Klein who visits a palatial country estate where he has seduced an apparently Jewish married woman. When the art dealer cannot locate the other Klein, authorities require him to offer proof of his French heritage. While waiting for the documentation to arrive, he struggles to track down his namesake and learn his motivation. Before he can resolve the situation by either means, he is caught up in the July 1942 roundup of Parisian Jews. He is reunited with Jews who once were his clients as they board boxcars for Germany.

In 1973, Major Charles Rane (William Devane) returns home to San Antonio with Master Sergeant Johnny Vohden (Tommy Lee Jones), and two other soldiers, after spending seven years as a POW in Hanoi. He finds a home very different from the one he left when he meets his wife Janet (Lisa Blake Richards), his son Mark (Jordan Gerler), and local policeman Cliff (Lawrason Driscoll), waiting to drive him home. Rane soon realizes that his son doesn't remember him, and that Cliff seems overly familiar with Janet and Mark. Janet admits that she has become engaged to Cliff and has no plans to break it off, despite still having feelings for Rane. Rane stoically accepts this, but privately reacts by self-imposing the same institutionalized daily regime he had in captivity.
